On February 11, 2025, the Chairman of Hung Yen Provincial People's Committee issued a telegram on strengthening transport organization, ensuring traffic order and safety (TTATGT) during Binh Ngo Tet and the 2026 Spring Festival season.
The telegram requests Heads of departments, agencies, branches, and mass organizations of the province and Chairmen of People's Committees of communes and wards to urgently and drastically deploy tasks and solutions to ensure traffic order and safety based on their assigned functions and tasks.
Accordingly, the Provincial Police are assigned to strengthen patrols, inspections, and strictly handle violations of traffic safety and order on roads, railways, and inland waterways; focus on inspecting and penalizing violations of speed, alcohol concentration, drugs, going in the wrong lane, illegal stopping and parking, carrying overload, exceeding the number of people, not wearing helmets, not wearing life jackets when using waterway vehicles, waterway vehicles without sufficient life-saving equipment, and vehicle operators without licenses and professional certificates.
Proactively preventing illegal racing, gatherings causing public disorder, suppressing acts of resisting persons on duty; inspecting the compliance with legal regulations on waterway traffic order and safety at passenger terminals, inland channel routes, especially routes serving festivals.

The Department of Construction is assigned to strictly manage transport activities, arrange sufficient vehicles to serve the travel needs of the people; strengthen inspection and handling of violations in transport business; control business conditions for passenger transport, large volume transport, and waterway passenger transport; inspect declaration and listing of fares.
At the same time, review traffic infrastructure, supplement signal systems, organize traffic diversion and regulation, and prevent prolonged congestion at main routes and festival areas.
The Department of Health ensures forces, vehicles, medicines, and blood to serve emergency care for traffic accident victims; coordinates to inspect food safety and disease prevention in transport activities. The Department of Education and Training strengthens propaganda and education on safe traffic participation skills for students; coordinates to organize train and bus ticket sales, arrange appropriate Tet holidays, and reduce traffic pressure.
