On September 15, the Provincial People's Committee organized a working session with the Ministry of Agriculture and Environment on the implementation of the Project on overall development of the Bac Hung Hai irrigation system to serve multi-objectives and protect the sustainable environment; and at the same time exchanged and proposed solutions for developing dyke and irrigation systems in the province.
Mr. Nguyen Hoang Hiep - Deputy Minister of Agriculture and Environment and Mr. Nguyen Manh Quyen - Chairman of the Provincial People's Committee chaired the working session.
Implementing the Overall Development Project of the Bac Hung Hai Irrigation System, Hung Yen Provincial People's Committee has directed the Department of Agriculture and Environment to coordinate with departments and sectors to propose investment policies for projects, specifically identify the roadmap and implementation time of 13 projects to renovate, upgrade, and build internal field irrigation works. Up to now, the Nghi Xuyen water regulation project has been started, with a total investment of 250 billion VND.
The province is focusing on implementing investment preparation steps for the project to upgrade, renovate, and reinforce the Kim Son canal bank, the section from downstream of Bao Dap culvert to upstream of Kenh Cau; the project to collect, transfer, and treat wastewater from the Kim Son canal basin.

At the working session, the People's Committee of Hung Yen province and the Ministry of Agriculture and Environment agreed to assign the implementation of the contents and tasks under the Project to upgrade, renovate, and reinforce the Kim Son canal bank, the section from downstream of Bao Dap culvert to upstream of Kenh Cau. The project is expected to start in October 2026.
Speaking at the working session, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep highly appreciated the proactive and responsible spirit of Hung Yen province in implementing the Project; and at the same time requested the province to regularly exchange and report to the Ministry to coordinate in removing difficulties and obstacles, ensuring progress and efficiency of project operation.
Regarding the project to upgrade, renovate, and reinforce the Kim Son canal bank, Deputy Minister Nguyen Hoang Hiep requested the province to continue to focus on coordination and accelerate the implementation progress, towards building a model canal line in terms of architecture, landscape and ecological environment.
The Ministry of Agriculture and Environment basically agreed on the policy for investment proposals, renovation, and upgrading of some large dyke and irrigation works of the province; requesting Hung Yen to soon update the projects into the Provincial Planning.
Concluding the working session, Chairman of the Provincial People's Committee Nguyen Manh Quyen affirmed that Hung Yen will continue to closely coordinate with the Ministry of Agriculture and Environment in implementing the Project on overall development of the Bac Hung Hai irrigation system to serve multi-objectives and protect the sustainable environment.
In the immediate future, the province will focus highly on implementing the Project to upgrade, renovate, and reinforce the Kim Son canal bank, the section from downstream of Bao Dap culvert to upstream of Kenh Cau and the project to collect, transfer, and treat wastewater from the Kim Son canal basin, ensuring progress, quality, and set goals.
