On June 25, Mr. Lai Van Hoan - Vice Chairman of the Provincial People's Committee - chaired a meeting to listen to the Department of Agriculture and Environment report on the draft Resolution of the Provincial People's Council on a number of policies to implement the restructuring of the Hung Yen province's agricultural sector.
At the same time, consider the draft Resolution stipulating areas not allowed for livestock breeding, swiftlet farming areas and policies to support the relocation of livestock facilities out of areas not allowed for livestock breeding in the province.
At the meeting, delegates focused on discussing the necessity of issuing resolutions, scope of adjustment, subjects of application, content of support, resources for implementation and feasibility of policies. Many opinions suggested continuing to review and improve regulations to ensure synchronization with current laws, in accordance with local practices and resource balance capacity.
Regarding the draft Resolution on implementing the restructuring of the agricultural sector, delegates agreed that this is the basis for concretizing Resolution No. 13-NQ/TU of the Provincial Party Committee Executive Committee on restructuring the agricultural sector in the period 2026 - 2030, with orientations to 2045.

The draft includes 5 groups of policies with 28 support contents, focusing on developing cultivation, animal husbandry, and aquaculture; linking production and consumption of agricultural products; supporting cooperatives, farm economy; developing rural industries, OCOP products; encouraging circular, organic agriculture and applying advanced production processes.
Regarding the draft Resolution stipulating areas not allowed for livestock breeding, swiftlet breeding areas and policies to support the relocation of livestock facilities, delegates said that the resolution will contribute to strengthening the management of livestock activities after consolidation, reducing environmental pollution, protecting community health and promoting the formation of concentrated, biosafety livestock breeding areas.
The draft proposes to support relocation for qualified livestock facilities with a maximum level of 400 million VND/facility, and at the same time support vocational training for people to change careers.
Concluding the meeting, Mr. Lai Van Hoan affirmed that these are important policies, directly impacting the process of restructuring the agricultural sector, developing production in a modern, large-scale direction, applying high technology and improving product value.
He requested the Department of Agriculture and Environment to fully absorb the opinions, continue to carefully review the legal basis, beneficiaries, support conditions, and resources for implementation; assess the impact of each policy to ensure feasibility, effectiveness, publicity, transparency and suitability with the practical conditions of the province after consolidation before submitting it to competent authorities for consideration and promulgation.
