The Government has just issued Resolution No. 158/NQ-CP, the Government's action program to implement Resolution No. 02-NQ/TW dated March 17, 2026 of the Politburo on building and developing Hanoi Capital in the new era (Program).
The Government requires building and developing the city according to a multi-layered, multi-layered, multi-polar and multi-center urban cluster model and structure.
In which, Hanoi is a central nuclear city, playing the role of connecting regions and international inter-regions, cities belonging to adjacent provinces are satellite urban systems with clear roles and functions to support, share pressure and create common development momentum for the whole region, concretizing the "centric unipolar" structure to "multipolar - multi-center" combined with dynamic axes with specialized functions but organic linkages in the unified body of the Capital, the Capital region and the whole country.
Building a space for developing the capital's urban structure taking the Red River as the main ecological and cultural landscape axis, harmoniously combined with maintaining and promoting the green corridor system from the Duong River, Day River, Nhue River, To Lich River and Ba Vi special-use forest, creating a sustainable ecological foundation, ensuring balance.
Build and develop synchronous and modern transport infrastructure, especially transport infrastructure connecting dynamic areas, the Capital's development corridor with inter-regional and intra-regional areas to strengthen linkages and expand development space, creating a foundation for the Capital's development.
Focus resources on investing in building urban railway systems, striving to complete about 100km of urban railways by 2030, gradually mastering technology, improving investment capacity, management and operation, by 2030 mastering at least 50% of the workload and mastering the entire work by 2050.
Invest in synchronous construction of strategic infrastructure systems, adapting to climate change; improve and enhance the capacity of water supply and drainage systems, flood prevention, invest in renovating and synchronously upgrading dyke lines, water transfer works combined with creating urban landscape and environment; by 2030, basically solve the flooding situation in the inner city.
Have breakthrough mechanisms and policies to support people to transform into green transport, public transport; control the use of personal motor vehicles, and overcome traffic congestion in the inner city and gateways.
Accelerate the urban restructuring roadmap; urgently renovate old apartment buildings associated with the renovation and reconstruction of neighboring urban areas, rebuild urban areas with weak and degraded infrastructure to form civilized, modern, multi-purpose urban areas; by 2030, complete the renovation and reconstruction of old, dangerous level D apartment buildings.
Research and develop breakthrough policies, especially in land and finance, to make it easier for businesses to access land funds and capital sources for social housing and rental housing projects, drastically relocate polluting facilities, higher education institutions, colleges, and medical facilities that are no longer in accordance with planning out of the inner city area, associated with strict control of land use after relocation to ensure synchronization with planning.
Developing an eco-urban area that harmonizes the preservation of cultural identity and tradition with the development of innovation space.
