By 2030, Hanoi will complete the renovation and reconstruction of old, dangerous level D apartment buildings.

The Government has just issued Resolution No. 158/NQ-CP, the Government's action program to implement Resolution No. 02-NQ/TW dated March 17, 2026 of the Politburo on building and developing Hanoi Capital in the new era (Program).

Invest in synchronous construction of strategic infrastructure systems, adapting to climate change; improve and enhance the capacity of water supply and drainage systems, flood prevention, invest in renovating and synchronously upgrading dyke lines, water transfer works combined with creating urban landscape and environment; by 2030, basically solve the flooding situation in the inner city.

Have breakthrough mechanisms and policies to support people to transform into green transport, public transport; control the use of personal motor vehicles, and overcome traffic congestion in the inner city and gateways.

Accelerate the urban restructuring roadmap; urgently renovate old apartment buildings associated with the renovation and reconstruction of neighboring urban areas, rebuild urban areas with weak and degraded infrastructure to form civilized, modern, multi-purpose urban areas; by 2030, complete the renovation and reconstruction of old, dangerous level D apartment buildings.
