On the afternoon of June 25, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc chaired a meeting with the Ministry of Construction, Hanoi People's Committee and a number of ministries, branches, and Committees of the National Assembly to listen to reports on the plan to assign Hanoi as the managing agency for a number of national railway projects in the area.
At the meeting, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that 2 projects are expected to be assigned to the city to implement, including the railway line from Phu Xuyen station to Ngoc Hoi station and the eastern ring road railway connecting Hanoi with Hung Yen, with a total investment of about 40,000 billion VND.
These are projects of particular importance to relocate existing national railway lines out of the inner city area, creating conditions for urban planning, renovating and expanding National Highway 1A, and implementing other key infrastructure projects.
If implemented according to the normal process, the preparation and implementation time can last from 4-5 years, while the city sets a target to complete it in the 2027-2028 period.
Mr. Dang Sy Manh - Chairman of the Member Council (MC) of Vietnam Railways Corporation - affirmed that the implementation of the two projects mentioned above is a prerequisite for relocating and reorganizing the existing railway line section Ngoc Hoi - Hanoi - Gia Lam.
Vietnam Railways Corporation also proposed to continue to carefully study the plan to organize the central station system to ensure long-term operation efficiency.
Leaders of the Ministries of Finance, Justice, representatives of the Economic and Finance Committee, and the National Assembly's Law Committee unanimously agreed on the policy of assigning Hanoi as the managing agency for national railway projects, and at the same time said that it is necessary to complete the legal basis to handle obstacles from the current Railway Law before applying special mechanisms according to Resolution 258/2025/QH15.

Concluding the meeting, Standing Deputy Prime Minister Pham Gia Tuc agreed to apply the mechanisms and policies according to Resolution No. 258/2025/QH15 to implement the project.
Assign relevant agencies to urgently complete dossiers and procedures, and report to the Government for consideration and decision on assigning the Hanoi People's Committee as the managing agency for the railway line from Phu Xuyen station to Ngoc Hoi station and the eastern ring road railway connecting Hanoi with Hung Yen.
The Ministry of Construction shall preside over and coordinate with the Hanoi People's Committee and relevant agencies to implement the next steps, ensuring the selection of appropriate implementation methods, both in accordance with legal regulations and meeting progress requirements.
The Standing Deputy Prime Minister noted that if these railway lines are not deployed on schedule, it will directly affect the implementation of many important infrastructure projects related to Hanoi City.
The Standing Deputy Prime Minister assigned the Ministry of Construction to urgently study the amendment and supplementation of the Railway Law in a direction suitable to practical requirements and the policy of decentralization and delegation of power to localities.
