Ms. Duong Hong Linh - Head of Tong Ang village (Lam Thuong commune) - informed that propaganda sessions on drug laws for people in remote areas are regularly organized by the Lam Thuong commune police force.
Through these propaganda sessions, people have better understood the harmful effects of drugs on themselves, their families and society, thereby having a change in awareness and always " say no to drugs", voluntarily fighting against drugs, building clean, healthy and safe villages.
According to Ms. Duong Hong Linh, after the propaganda sessions, each person will become a propagandist and they will go home to propagate to relatives, friends, and neighbors who do not use drugs. Thereby, contributing to building villages and hamlets without drug users.

Lieutenant Colonel Pham Ngoc Sau - Deputy Head of Cam Duong Ward Police (Lao Cai Province) - said that the ward police force has proactively followed the area, followed the people, and developed specific plans in building movements to ensure security and order, determining that the safety of the people is paramount.
From there, proactively advise local Party committees and authorities to build a drug-free ward model and move towards building a crime-free ward model; Mobilize the strength of the entire political system and people to participate in preventing and combating drug crimes and evils; Determined to strive to build and maintain Cam Duong ward without drugs.
Implementing the Plan of the Ministry of Public Security, Lao Cai Provincial Police have issued a plan to direct relevant departments and the Police of communes and wards to implement the peak target of building 20% of drug-free communes and wards in 2025 and thoroughly resolve the situation of illegal drug users.
Based on reviewing and assessing the situation of drug crimes and evils in the locality, the police of communes and wards will proactively advise local Party committees and authorities to issue a Plan to build drug-free areas. Fighting drug prevention and control in the border area of Dien Bien
In early December 2025, the Drug Crime Investigation Police Department of Dien Bien Provincial Police coordinated with the Drug Crime Investigation Police Department (People's Police Academy) to organize a seminar to exchange experiences in deploying 2 Permanent Working Groups in Laos, serving the fight against drug crimes.
The establishment of 2 special standing working groups of Dien Bien Provincial Police in Laos is a strategic step, demonstrating the proactive vision of Dien Bien Provincial Police. At the same time, promptly respond to the direction of the Ministry of Public Security's leaders in tightening the border and fighting drug crimes early and remotely. This is a special model, demonstrating the spirit of "Most Disciplinary - Most Town-Rural - Most People-Near" right on the front line of Laos.
Speaking at the seminar, Lieutenant Colonel Lu Van Thuong - Head of the Drug Crime Investigation Police Department (Dien Bien Provincial Police) - commented that after a period of implementation, the working groups have raised their sense of responsibility, closely coordinated with the foreign forces, directly detected 121 cases, arrested 203 subjects, and co-chaired 82 major projects.
The seized exhibits were more than 2.5 tons of drugs, hundreds of guns, bullets, and many vehicles and precursors for drug production. The working groups also effectively coordinated to expand the investigation, dismantle 34 cases, and arrest 78 subjects belonging to transnational networks.
In Dien Bien province, in the past 6 months, the provincial police force has detected 315 cases, arrested 362 subjects, seized 22.5kg of heroin and 25.5kg of synthetic drugs. The number of cases and subjects has decreased sharply compared to the same period in 2024, showing clear effectiveness in the work of preventing drug smuggling from the border and the determination of the entire force.

This is also a model that helps to connect theory and practice vividly, in combat practice of Dien Bien Provincial Police, to supplement the training and research work of the Academy. Thanks to the coordination activities, the two units have had the opportunity to exchange in depth, update the professional system and increase combat effectiveness along the border.
The seminar is an important next step in linking theory - practice, sharing experiences, and updating the methods of drug criminals. This is also a practical action in response to the "Three First" movement, affirming the bravery, sense of responsibility and pioneering role of Dien Bien Provincial Police in protecting people's peaceful lives.
On this occasion, the two units organized a dissemination of laws and drug prevention skills to more than 500 people in Muong Phang and Thanh An communes; and presented 60 gifts to support disadvantaged students and people who have actively contributed to drug prevention and control.
