On March 1, 2025, Lao Dong Newspaper published an article "People do not agree with the opening of a road cutting through the cultural house", reflecting on an inter-commune traffic road project in Hoai Duc district, about 800m long, cutting through the Cultural House of Mien Ha village, causing concerns about the risk of waste.
On February 26, the Office of the Hanoi People's Committee issued Document No. 640/UBND-TTDT on checking and handling press information reflecting on the traffic road project across the cultural house in Hoai Duc district. On March 7, 2025, the People's Committee of Hoai Duc district had sent a report to the People's Committee of Hanoi City on this project.
Accordingly, the inter-commune traffic road project from Dong La to La Phu has been approved for investment by the People's Council of Hoai Duc district in Resolution No. 26/NQ-HDND dated February 15, 2022. Currently, the Hoai Duc District Project Management Board is implementing the project, planning of urban subdivision S4 (scale 1/5000) and designing construction drawings.
In fact, the plan and location of the road project from Dong La to La Phu (issued by the Hanoi Institute of Construction Planning, along with the technical infrastructure parameters of the project) have complied with the following plans:
"Common plan for the construction of Hanoi Capital to 2030, vision to 2050", approved by the Prime Minister.
"Hanoi Capital Transport Planning to 2030, vision to 2050", approved by the Prime Minister.
"S4 urban subdivision planning, scale 1/5000", approved by the Hanoi People's Committee in Decision No. 4324/QD-UBND dated July 16, 2013.
On May 30, 2023, Hoai Duc district held a conference to collect public opinions on the project's red line boundary. At the conference, 20/20 votes (100%) approved to submit to competent authorities for approval of red line boundaries (line plan and project location).
The posting for comments at the People's Committee of La Phu commune takes place until June 30, 2023 (more than 30 days as prescribed). According to the People's Committee of Hoai Duc district, the project implementation procedures comply with regulations, in accordance with the approved Urban Sub- Zoning Plan S4 and do not significantly affect people's lives. Therefore, the recommendations of citizens of La Phu commune are unfounded.
Also according to the report of the People's Committee of Hoai Duc district, the planning of the Dong La - La Phu inter-commune road is very urgent to serve the travel needs of teachers and students of La Phu 2 Kindergarten, La Phu 2 Primary School, and at the same time connect with the sports green area of La Phu commune, which is currently in the investment preparation stage. The project also contributes to promoting the socio-economic development of La Phu and Dong La communes in particular and enhancing trade between communes in Hoai Duc district in general.
Regarding the issue of the Cultural House, the report said that the project will reclaim about 960m2 out of a total of 2,550m2 of land of the Southern Cultural House. The current status of the project includes a level 4 house (140m2) and auxiliary items such as toilets, yards, surrounding walls, built since 2008 (before the S4 Urban Zoning Plan was approved). The People's Committee of Hoai Duc district issued Document No. 2108/UBND-QLDT dated October 2, 2023, assigning the District Project Management Board to review and establish a project to build a new Southern Region Cultural House on the remaining area after the acquisition, in order to ensure the living needs of the people.
