It is expected that in March 2025, immediately after signing the contract appendix with the Hanoi Traffic Construction Investment Project Management Board, the contractor will resume construction of the Ring Road 2.5 construction project, Dam Hong - National Highway 1A section (Hoang Mai district).
Previously, on February 24, the Chairman of the Hanoi People's Committee authorized (from the signing date to the end of the first quarter of 2026) the City Traffic Construction Investment Project Management Board to sign a BT contract for the Ring Road 2.5 investment project (Dam Hong - National Highway 1A section) under the form of a BT contract according to the content approved by the City People's Committee.

The project to build the Ring Road 2.5, Dam Hong - National Highway 1A section, is invested in the form of a BT (build - transfer) contract with a length of 2.06km, with a total investment of more than 1,300 billion VND.
The project started in 2014 and was expected to be completed in 2017 but was behind schedule. In 2020, the project was temporarily suspended when it had only reached about 40% of the workload.
According to the investor's report, up to now, package No. 1 (section 1, Km0+00 to Km1+381.7) has been organized with a volume of about 1,270m/1,381.7m. Since 2020, this package has been suspended due to the extension of the BT contract.

For package No. 2 (construction of L3 bridge across Lu river, route Km1+394) has organized the construction of 20 bored piles, the entire bridge piers and cast the entire girders. The bridge abutment and remaining items of the bridge cannot be constructed yet.
As for package No. 3 (section 3, Km1+405.85 - Km1+600), although the site has been handed over, construction cannot be carried out because the site is still encroached by some households, the adjusted construction drawing design has not been approved, the BT contract has not been extended.

In Dong Da and Ba Dinh districts, the Hoang Cau - Voi Phuc Ring Road 1 construction project is also on the rise as some works on the route are being dismantled by the construction unit and handed over to the project.
This is a good sign after many years of the project being delayed due to difficulties and problems in site clearance (GPMB).
The project was approved by the Government at the end of 2017 with a length of 2.2km. The starting point is at Hoang Cau intersection (Dong Da district), the end point is at Voi Phuc intersection (Ba Dinh district).
The investment level of phase 1 of the Ring Road 1 project, Hoang Cau - Voi Phuc section, is more than VND 7,211 billion. Of which, the construction cost is 627 billion VND; site clearance is more than 5,818 billion VND and some other costs from the city budget.

The Hanoi Civil Works Construction Investment Project Management Board (investor) said that to implement the project, it is necessary to reclaim land from more than 2,000 households in Ba Dinh and Dong Da districts.
According to the plan, the project will be completed by the end of 2024. However, the site clearance process has encountered many difficulties due to people's lack of coordination, not confirming land origin, not confirming boundaries... Along with that are some problems arising after applying the 2024 Land Law.
The Project Management Board said that it has coordinated with the People's Committees of Dong Da District and Ba Dinh District to report to the city and propose solutions.
It is expected that in the first quarter of 2025, Ba Dinh District will complete site clearance and in the second quarter of 2025, Dong Da District will also complete site clearance.
The project investor said that he has directed contractors to always be ready, with the site to start construction immediately. If the site clearance work is as planned, the project will be completed in 2025.
