The West of Hanoi still suffers from flooding.
The project to improve the drainage system in the western area of Hanoi (Yen Nghia drainage pumping station) has a total area requiring site clearance of 29.15 hectares. The project was started in 2015, with the Hanoi Department of Agriculture and Rural Development as the investor.
However, the Yen Nghia pumping station project was not completed until January 2020. The La Khe canal hardening project (part of the project) has not been completed yet due to site clearance issues.
Therefore, although Yen Nghia pumping station has been put into use, the western area of Hanoi including districts such as Thanh Xuan, Ha Dong, Nam Tu Liem, Dan Phuong... still suffers from flooding, especially during the recent storms.
Deputy Director of the Department of Management and Maintenance of Agricultural and Rural Works (under the Department of Agriculture and Rural Development of Hanoi) Tran Manh Hung said that Yen Nghia pumping station plays a very important role in irrigation and drainage for the western area of Hanoi.
The pumping station has been completed and put into operation, but has only been able to operate at 70% of its maximum capacity because La Khe canal, the main water supply system for the pumping station, is behind schedule due to congestion in site clearance.
In the area of Ngo Quyen Street (Quang Trung Ward, Ha Dong District), according to Lao Dong, the land along La Khe Canal is still in disarray. Many households living along La Khe Canal in the project area are living in temporary, precarious conditions and are constantly worried about losing their homes because they are not eligible for compensation and resettlement.
Sharing with reporters, Ms. Ha Thi Kim Thuy (born in 1965, residing on Ngo Quyen Street), an education officer who used to work at Chua Ngoi Kindergarten, said that there are currently about 20 households living in this area since 1993. The households shared that their houses do not have red books. When the project was implemented, people in the affected area were not properly compensated.
Continue to enforce land acquisition for La Khe canal construction
It is known that the project is behind schedule, so the city has extended the construction time three times. Up to now, the People's Committee of Ha Dong district has developed a plan for enforcement and organized many rounds of enforcement and land recovery in Quang Trung, Ha Cau, Yet Kieu, Duong Noi, and La Khe wards.
Most recently on September 18, the People's Committee of Ha Dong District organized the third enforcement against 33 households in residential groups 6, 7, 14, 15, Quang Trung Ward to serve the Yen Nghia Pumping Station Project.
Ms. Bui Xuan Ha - Vice Chairman of Ha Dong District People's Committee - informed that with the arising problems - especially the process of determining the origin of land, conditions for compensation and support, Ha Dong District People's Committee promptly synthesized reports to the City People's Committee and departments, organized working conferences with the city's departments and branches to propose and ask for instructions on how to resolve them.
Up to now, basically households have voluntarily complied and handed over land to the State to implement the project; only 185 households, with an area of 0.61 ha in the above wards, have not complied, and must establish records and forcibly recover land according to regulations.
For households that are not eligible to buy apartments, the City People's Committee has allowed Ha Dong district to support rent for households for 6 months (1 million VND/month per person, no more than 4 people per household).
Regarding land origin, there are 20 households in the Military Region 3 Pharmaceutical Collective Housing Area (14 households have documents proving that the Military Region 3 Pharmaceutical Enterprise allocated land; 6 households do not have documents proving it); 2 households in the Agricultural and Food Collective Housing Area, 3 households in the Education Department Collective Housing Area, 3 households in the Auto Repair Center Collective Housing Area (all do not have documents proving it), 5 households arbitrarily used the land in the canal corridor to build houses.
The People's Committee of the ward confirmed that the land origin of these cases was occupied canal corridor land, therefore, there was no compensation for land, no resettlement with land. As of September 18, 27/33 households in residential groups 6, 7, 14, 15 (Quang Trung ward) voluntarily handed over the land; 4 households had to be forced, 1 household was temporarily postponed.
