Urgently deploy the Southern Coastal Economic Zone of Hai Phong

Economic zone has a scale of 20,000 hectares

In which, Kien Thuy district includes the entire communes of Doan Xa, Tan Trao, part of Dai Hop, Tu Son, Kien Quoc, Kien Hung, Ngu Phuc; An Lao district includes part of An Tho and Chien Thang communes; Tien Lang district includes the entire Vinh Quang commune (merged from 2 communes of Vinh Quang and Tien Hung), Hung Thang, Dong Hung, Tay Hung, Nam Hung, Bac Hung and part of Tien Thang and Tien Minh communes; Vinh Bao district includes the entire Tran Duong, Hoa Binh, Vinh Tien, Co Am communes; Do Son district takes part of Bang La ward.

The main development objective of the Southern Hai Phong Coastal Economic Zone is to maximize the advantages of its international gateway location, industrial development foundation, and seaport services in connecting the economy, trade, and services with neighboring areas and internationally; closely combining investment attraction, economic development with ensuring national defense, security, preserving and promoting the value of marine ecosystems, historical and cultural relics, and ensuring social security.

The mechanism, operation, policies and management organization of the Southern Coastal Economic Zone of Hai Phong are implemented in accordance with the provisions of the law on industrial parks, economic zones, the law on investment and relevant legal provisions.

Towards high-tech industries

The roadmap is specified: The period up to 2025 is to organize the preparation of a general plan for the Economic Zone, submit it to competent authorities for approval; organize the preparation and approval of functional zoning plans in the Economic Zone; invest in a number of traffic infrastructure and technical infrastructure works.

Phase 2026 - 2030: Implement investment in construction of functional areas in the Economic Zone; Nam Do Son port projects, urban development projects, technical infrastructure projects inside and outside the fence of industrial parks, industrial clusters, road traffic projects, social housing and other social infrastructure works. The remaining investment items will be implemented after 2030.

According to Mr. Le Trung Kien, Member of the Standing Committee of the City Party Committee, Head of the Hai Phong Economic Zone Management Board: According to the Project, the Southern Coastal Economic Zone of Hai Phong is included in the economic zone and industrial park development plan of the Hai Phong City Planning for the period 2021-2030, with a vision to 2050 and approved by the Prime Minister in Decision No. 1516/QD-TTg dated December 1, 2023. This will also be the second coastal economic zone of Hai Phong City after Dinh Vu - Cat Hai Economic Zone established in 2008.

The Southern Hai Phong coastal economic zone is oriented to become a 3.0 generation, multi-industry eco-economic zone; focusing on high-tech industry, modern logistics; a hub of Hai Phong participating in regional and global value and supply chains.

Based on the orientation to 2030, Hai Phong Southern Coastal Economic Zone becomes a key driving force of the city's economy, equivalent to 80% of the capacity of Dinh Vu - Cat Hai Economic Zone in 2023. Of which, Hai Phong Southern Coastal Economic Zone operates 80% as planned and completes the following targets: 100% of infrastructure system according to the Planning approved by competent authorities; occupancy rate of industrial and commercial land area reaches 80%; attracting social investment: 700,000 billion VND; industrial production value of 2 million billion VND. The economic zone is also expected to contribute 550,000 billion VND to the budget and create 301,000 jobs for workers.

To organize the implementation, the Prime Minister assigned the People's Committee of Hai Phong City to be responsible for the reported data, the contents of reception and explanation related to the Project to establish the Southern Hai Phong Marine Economic Zone; fully receive the opinions of relevant ministries and agencies in the process of planning, investing in construction and developing the Economic Zone; ensure the feasibility of the capital mobilization plan and investment phases; develop a specific list of priority investment projects, especially technical infrastructure works, social infrastructure in the Economic Zone, traffic connections inside and outside the Economic Zone; arrange land funds for housing construction, cultural and sports institutions to serve workers and laborers in industrial parks, urban areas, etc.
