On March 25, the Department of Health of Khanh Hoa province organized a conference to hand over the health station to the commune-level People's Committee for management.
According to the Department of Health, so far the units have completed the transfer of 186 regional health stations and general clinics to localities in their original state.
On that basis, the units were rearranged and reorganized into 64 commune-level health stations according to the new model.
Throughout the implementation process, medical examination and treatment activities are still maintained stably and without interruption.
At the conference, leaders of the Department of Health requested localities to urgently complete the organizational apparatus and legal procedures, ensuring that the grassroots health system operates smoothly.
At the same time, it is necessary to improve professional capacity, better meet the needs of people for medical examination, treatment and health care.
Currently, the Department of Health is advising the Provincial People's Committee to develop a resolution on policies to attract and treat medical personnel in the period 2026–2030; strengthen training, technical transfer and professional support for grassroots levels.
According to the decision of Khanh Hoa Provincial People's Committee, the transfer content includes all functions, tasks, personnel in the fields of preventive medicine, population, food safety; along with finance, assets, facilities, equipment, dossiers, related documents. The deadline for completing the transfer is before March 31.
After receiving, the commune-level People's Committee is responsible for reorganizing the health station according to the model of a public non-business unit, arranging personnel, completing legal documents, ensuring operating conditions and being responsible for comprehensive management.
Previously, Khanh Hoa Provincial People's Committee had a meeting with departments, branches and localities to review the progress of transferring health stations to commune-level People's Committees for management, and at the same time remove difficulties and obstacles.
Currently, there are 32 health stations that have not arranged accounting personnel, causing problems in financial management. Some localities are slow to issue regulations on functions, tasks and organizational structure due to not meeting the conditions for appointing officials and having to assign temporary responsibility.
In addition, many health stations have not completed procedures to open accounts, register tax codes, and seals, affecting the signing of health insurance medical examination and treatment contracts in 2026.
Standing Vice Chairman of Khanh Hoa Provincial People's Committee Nguyen Long Bien requested localities to urgently review and consolidate personnel, especially leadership positions, to ensure that health stations operate stably from April 1. At the same time, proactively develop training and recruitment plans for human resources, especially accounting and information technology positions.
