On August 7, Khanh Hoa Provincial People's Committee submitted a report to the Provincial People's Council proposing a decision on the policy of changing the land use purpose of nearly 3ha of forest to other purposes to implement the Van Phong Economic Zone Clean Water Plant Project.
The project has a total investment of more than 242 billion VND, to meet the water supply needs for the Nam Van Phong area and key industrial projects.
According to the dossier, the project was approved in principle for investment agreement by the Provincial People's Committee from 2021 and the Investment Certificate was adjusted 3 times in the period from 2021 to 2026.
According to the most recent adjustment, the project is implemented in Dong Ninh Hoa ward, with a land use area of 56,464m2. The investor is Hanoi Construction Industry Investment Joint Stock Company.
The project has an operating time until August 5, 2051. According to the schedule, by December 2027, investment and construction procedures will be completed, commenced, completed, and the project will be put into operation.
According to Khanh Hoa Provincial People's Committee, the General Plan of Van Phong Economic Zone to 2040, vision to 2050 has identified water demand in the economic zone to 2030 at about 135,000m3/day and night and to 2040 at about 190,000m3/day and night.
In which, Dong Ninh Hoa area belonging to sub-zone 19 is oriented to develop into a general and international transshipment port area, industry, energy, port logistics and related services.
This area is planned to supply water from Ninh Phuoc Water Plant (Van Phong Economic Zone Clean Water Plant) with a capacity of 20,000m3/day and night, taking water from Tien Du Lake.
However, to date, the project has not been implemented due to many objective and subjective reasons.
According to the Provincial People's Committee, the southern area of Van Phong Economic Zone is currently attracting many investors proposing large-scale projects such as Nam Van Phong Liquefied Gas Storage Port, Van Phong General and Container Port, and Nam Van Phong Port Logistics Service Area.
In addition, about 2,067 households in the old Ninh Phuoc commune (now Dong Ninh Hoa ward) still mainly use drilled well water, which does not ensure hygiene.
To implement the project, the Provincial People's Committee proposed that the Provincial People's Council decide on the policy of changing the land use purpose of 2.99ha of natural forest managed by the commune-level People's Committee, including 0.56ha of protection forest and 2.43ha of production forest in Dong Ninh Hoa ward (old Ninh Phuoc commune) and Hoa Thang ward (old Ninh Phu commune).
According to the Provincial People's Committee, the project meets the criteria for being allowed to change the purpose of natural forest use according to regulations.
This agency explained that the project is required to pass through natural forest areas due to technical requirements.
The location of the pumping station, water pipeline and treatment station are calculated according to altitude and terrain to exploit water sources from Tien Du Lake, ensuring optimal operating efficiency.
