Building smart cities
On October 3, the Khanh Hoa Provincial People's Committee organized a local policy forum with the theme "Digital transformation - a breakthrough in the socio-economic development of Khanh Hoa province". This is the first activity in a series of events responding to the National Digital Transformation Day (October 10).
According to Mr. Nguyen Tan Tuan - Chairman of Khanh Hoa Provincial People's Committee, digital transformation is an inevitable trend and an important driving force for socio-economic development, improving management capacity and improving people's quality of life.
Khanh Hoa has issued Resolution No. 16-NQ/TU on digital transformation of the province for the period 2021 - 2025, with a vision to 2030. It identifies 3 development goals: Developing digital government - developing digital economy - developing digital society.
The goal set for 2030 is that Khanh Hoa province will basically complete digital transformation and build a smart city and be among the top 20 provinces and cities in digital transformation.
In the set targets, Khanh Hoa aims that by 2030, the digital economy will account for at least 30% of the province's GRDP; 80% of state-owned enterprises in the province and over 50% of enterprises in the province will shift to digital platforms. Khanh Hoa will also popularize fiber optic broadband Internet services, 5G mobile networks, and the rate of the population using digital applications and services to interact with the government will reach over 80%...
At the forum, 5 key digital transformation issues were discussed and proposed by delegates, including: Policies for developing digital infrastructure and data management; policies and solutions for developing digital transformation for businesses; policies to support the development of digital citizens and digital society; policies on network information security; policies and solutions to promote digital transformation in a number of areas such as tourism and agriculture - key economic sectors of Khanh Hoa province.
Proposal to provide free digital signature
Mr. Pham Quoc Hoan - Director of the Department of Information and Communications of Khanh Hoa province shared: Currently, Khanh Hoa's digital economy accounts for about 10% of the province's GRDP, but the situation is still fragmented, not connecting large information technology enterprises to join in. To break through in the current digital transformation race, the locality is also promoting the development of the digital technology business community.
Speaking at the forum, delegates emphasized the importance of investing in telecommunications infrastructure, developing 5G networks and improving internet connectivity in the province. Data management and sharing among government agencies play an important role in developing digital government.
However, a representative of the Information Security Department - Ministry of Information and Communications shared: The current trend of cyber attacks comes from weaknesses at the grassroots level (commune, ward). Therefore, there needs to be a clear policy framework on data management and protection, as well as regulations on information sharing between agencies, creating favorable conditions for the provision of effective and transparent public services.
The widespread use of VNeID and the popularization of digital signatures for the people are important factors to promote online public services. Delegates proposed that Khanh Hoa implement a support policy, providing free or low-cost digital signatures for the people, especially in rural, remote and isolated areas. This will both improve access to online public services and create favorable conditions for people to participate in digital government activities easily, safely and securely.
According to Mr. Le Tri Hai - Vice President of the Vietnam Young Entrepreneurs Association, Khanh Hoa needs to have policies to encourage local businesses to invest in digital technology, providing financial and technical support for businesses. At the same time, the province needs to create favorable conditions for businesses to participate in technology supply chains, thereby improving competitiveness and adapting to changes in the digital economy...
