On the morning of October 31, Mr. Le Trong Tuong - Chairman of the People's Committee of Huong Son commune (Huong Hoa district, Quang Tri province) confirmed that in the area, Cat and Tria villages are still isolated due to landslides and floodwaters causing flooding of culverts and spillways.
The two villages mentioned above have 155 households with 732 people who are ethnic minorities. Both villages are more than 10km from the center of Huong Son commune, surrounded by mountains and forests.
There are two ways to get to Cat and Tria. From the commune center, you can take the forest road. From National Highway 9 (Cam Lo district), the road has been eroded since previous years, so traveling is very difficult.
In addition, due to the impact of storm Trami (storm number 6), heavy rain caused flooding of the culverts on the roads leading to the two villages and landslides in some places, isolating the two villages. The rain has now decreased, but the water is receding slowly, so the water is still flowing fast on the culvert along the roads leading to the villages, which are still very hot and dangerous.
Normally, Cat and Tria have unstable phone signals, but the signal has been broken for the past few days, so it is impossible to report to the People's Committee of Huong Son Commune. Therefore, on October 30, the young people in the village helped carry motorbikes through flooded culverts so that the village chief could ride outside. When they arrived at a place with phone signals, the village chief sent pictures and information about the isolated situation in the two villages to the People's Committee of Huong Son Commune.
"The People's Committee of Huong Son commune is calculating options and may propose to higher authorities to support people in the two villages," informed Mr. Le Trong Tuong.
In the long term, the People's Committee of Huong Son commune proposed to invest in repairing the road section from National Highway 9 to 2 villages, because the 2020 flood broke some sections.
In April 2024, the People's Committee of Quang Tri province issued a decision approving the plan to implement construction projects from the provincial road maintenance management fund in 2024, including repairing the road connecting National Highway 9 to Tri village with an amount of 3.2 billion VND. On June 28, 2024, the Provincial People's Committee issued a decision to allocate the above funds for the project to repair the road connecting National Highway 9 to Tri village with more than 1.75 billion VND, but to date the project has not been implemented.
