Functional forces of Dak Lak province discovered an 18-year-old youth without a driver's license driving a semi-trailer truck on the national highway.

The car runs 61km/h in the 50km/h limit area.

Just that amount of information is enough to show the level of danger.

This is a combination of tractor-trailers and semi-trailers, a type of vehicle with large sizes, large tonnage, high inertia and requiring drivers to be trained, tested, and have a suitable license.

The driver is N.V.A, born in 2008, who has not been issued a car driving license. The vehicle has been temporarily seized for handling and functional agencies continue to verify related organizations and individuals.

If the vehicle owner, vehicle manager, or business clearly knows that this person does not meet the conditions but still hands over the vehicle, the responsibility is completely different.

When handing over a vehicle that can cause great danger to the community, the vehicle handover person must also be responsible for selecting the driver.

That is legal responsibility, but first of all, responsibility for the lives of others.

A tractor-trailer is not an item to "lend for trial run".

With this vehicle, a driver who is old enough, healthy, skilled and has a suitable license is needed. The driver must understand how to handle the inertia of the entire vehicle complex, braking distance, turn angle, blind spot, lane change ability and unexpected situations on the road.

Lacking one of those conditions is another risk. More notably, in this case, it is also speeding.

Exceeding 11km/h may not be too large a number if viewed on paper, but putting that number into a semi-trailer tractor-trailer driven by an unlicensed person, the level of risk must be viewed differently.

Therefore, handling the driver is not enough.

Functional agencies need to clarify who handed over the vehicle, why it was handed over, whether the handover person knew that the driver did not have a license, whether the vehicle belonged to an individual or a business, and how the responsibility for managing the vehicle was carried out.

Clarify, in which cases violations must be punished, that is a warning to vehicle owners and transport businesses that still underestimate the driver management stage.

Don't wait until the car causes an accident to prosecute responsibility.

Not having a driver's license but still driving a semi-trailer truck is too reckless, but the person who dares to deliver the vehicle is even more reckless.

Giving a tractor-trailer to someone without a driver's license puts the safety of the whole community in the hands of someone who is not qualified.

Vehicle management must start from the stage of car handover, checking licenses before arranging drivers. Car owners must know who their car is being handed over to.

Therefore, don't let the responsibility stop at the driver. Whoever hands over the key, that person must also be responsible for their decision.
