In early August, in My Huong commune, Can Tho city, the atmosphere of preparation for the new school year took place enthusiastically not only at schools but also at mobile public administrative records reception points. This is a new model implemented by the Commune People's Committee, to help people quickly complete the necessary procedures before the rice market season for their children.

The outstanding advantage of the model is that instead of having to go directly to the headquarters of the My Huong Commune Public Administration Service Center, people only need to go to locations in hamlets, schools or other convenient locations. At each point, there is a reception table for documents, a computer connected to the internet and an officer in charge of each group of procedures, helping to handle on-site.
On August 9, at Phu My C Primary School, many people from Ta Bien, Bat Ton, and Soc Xoai hamlets of My Huong commune came to carry out procedures such as: birth registration, certification of admission documents, confirmation of poor households and near-poor households, health insurance participation, social protection registration, and residence confirmation. In addition, people are also instructed on how to submit documents online through the National Public Service Portal and the VNeID application, helping to save time for future transactions.
Mr. Ly Say, in Ta Bien hamlet, said: "It's quite far from my house to the commune, now the staff go to school, so it's very convenient, saving travel and waiting time, I also have more time to work. Here, I was supported with certifying documents, birth certificates and citizen identification cards to prepare my children for the new school year".
Ms. Ly Thi Noc said: "I don't know how to ride a bicycle, so every time I make a paperwork, I have to rent a motorbike taxi, which is very expensive. Now just walk to the mobile point and you will be done. The working time is also fast".

According to Ms. La Thi Bich Ngoan, Vice Chairman of the Commune People's Committee, Director of the My Huong Commune Public Administration Service Center, Can Tho City, the commune was established from the merger of 3 communes of Phu My, Thuan Hung and My Huong (formerly in My Tu district, Soc Trang province). After the merger, the commune has a large area, up to 26 hamlets, the farthest hamlet is about 15 km from the commune's administrative center. At first, people were still confused about the new location to do the procedures. In addition, it is the time to prepare for school graduation, the demand for admission procedures is increasing, so the commune agreed to deploy a mobile public administration model down to the grassroots to serve people in a timely manner.
Ms. Ngoan said that the model will be implemented on weekends in August 2025 at schools, hamlet cultural houses or other convenient places. The working group includes administrative officers, police, youth union members and professional civil servants. "We hope that people will feel more clearly the change in government service, towards a friendly public administration, for the people," said Ms. Ngoan.
