The Ministry of Agriculture and Environment has just published a Comprehensive Table to receive and explain comments on the draft Report, Submission, and Decision of the Prime Minister regulating the application of QCVN on emissions of motorbikes and mopeds participating in traffic.
Commenting on the Draft Decision, the Ministry of Construction said that emission control has a huge social impact, and the number of vehicles is also very large. Therefore, in order to conduct the inspection of emissions of motorbikes and mopeds smoothly, limiting impacts affecting people's lives, it is necessary to develop a suitable roadmap; prioritize the application in large cities with high risk of air pollution; conduct pre- control for motorbikes and mopeds with high age and risk of pollution; then expand the scope and control emissions.
Responding to this issue, the drafting agency said that the State Management Agency for the field of emission inspection needs to urgently build a network of Emission Inspection Centers/Element Inspection Facilities to be able to do so, avoiding discrimination in the inspection of vulnerable subjects first. At the same time, there will be a period of 18 months from the date of starting the emission inspection for the vehicle owner to implement.
Comment on Article 4. In the process of applying emission standards, the Ministry of Construction believes that the time to start implementing emission inspection of motorbikes and mopeds participating in road traffic in Vietnam is as follows:
From July 1, 2027, for Hanoi Capital and Ho Chi Minh City; From July 1, 2028 for the remaining centrally-governed cities; From January 1, 2030 for the remaining localities.
The emission levels proposed by the Ministry of Construction are as follows:
- For Hanoi and Ho Chi Minh City: Level 1 from July 1, 2027 for vehicles with years of manufacture from 2008 onwards; Level 2 from July 1, 2025 for vehicles with years of manufacture from 2016 onwards; Level 3 from January 1, 2032 for two-wheeled motorbikes with years of manufacture from 2026 onwards; Level 2 for motorbikes, three-wheeled motorbikes with years of manufacture in 2025 onwards and two-wheeled motorbikes with years of manufacture from 2027 onwards; Level 4 from January 1, 2025 onwards.
- For the remaining centrally-run cities: Level 1 from January 1, 2028 for vehicles with years of manufacture from 2008 onwards; Level 2 from July 1, 2030 for vehicles with years of manufacture from 2016 onwards; Level 3 from January 1, 2023 for two-wheeled motorbikes with years of manufacture from 2026 onwards; Level 2 for motorbikes, three-wheeled motorbikes with years of manufacture in 2025 onwards and two-wheeled motorbikes with years of manufacture from 2027 onwards; Level 4 from January 1, 2036 for urban areas.
- For the remaining localities: Level 1 from January 1, 2030 for vehicles with years of manufacture from 2008 onwards; Level 2 from January 1, 2032 for vehicles with years of manufacture from 2009 onwards.
Responding to this issue, the drafting agency said that it would accept the work so that the deadline for starting the inspection could be as suggested. However, the emission application levels as drafted will be reserved. The reason is to avoid causing unfairness between motorbike and motorbike owners (there are many opinions that there is no discrimination in treatment for the poor and disadvantaged people using used vehicles) and it is necessary to implement it simultaneously with all vehicle owners. In addition to ensuring the goal of controlling emissions of motorbikes and mopeds soon, and at the same time having data on the current status of emissions of motorbikes and mopeds, if following the proposed roadmap of the Ministry of Construction, it will take 7 to 10 years to have full information.
