The Ministry of Agriculture and Environment is continuing to collect opinions on the draft (2nd time) roadmap for motorbike emission inspection.
According to the new draft, the roadmap for applying emission standards is as follows:
From July 1, 2027 for Hanoi and Ho Chi Minh City.
From July 1, 2028 for the remaining provinces and centrally-run cities.
From July 1, 2030 for the remaining provinces and cities. Depending on the actual situation, these provinces and cities can regulate the application of the deadline earlier.
Regarding implementation, the draft assigns the Ministry of Finance to preside over and propose preferential policies on taxes and fees; direct and indirect financial support policies for users to convert vehicles and develop emission inspection facilities.
The Ministry of Agriculture and Environment guides the implementation of this roadmap.
Develop and promulgate national technical regulations on motorbike emissions participating in road traffic, including regulations on the maximum allowable limit values of motorbike emissions to ensure effectiveness in accordance with the prescribed roadmap.
Based on the actual situation, continue to research and develop regulations to increase motorbike emissions in road traffic and expand the subjects of application to submit to the Prime Minister for announcement of the next roadmap.
The Ministry of Construction is responsible for:
Preside over the organization of inspection and certification of motorbikes meeting the emission levels prescribed in this Decision; supervise emission inspection facilities conducting motorbike emission inspections in compliance with this Decision.
Chair and coordinate with the Ministry of Agriculture and Environment and the Ministry of Public Security to organize an inspection of motorbike emission inspection activities.
Sharing information on inspection facilities and data on motorbike emission inspection with the Ministry of Public Security and the Ministry of Agriculture and Environment to perform state management functions.
Regulate signs to identify inspection vehicles meeting different emission levels, creating conditions for vehicles meeting emission levels to operate in regions in different areas according to regulations.
The Ministry of Industry and Trade is responsible for:
Preside over and coordinate with relevant ministries and branches to ensure the production, import and supply of fuel for motorbikes with quality in accordance with national technical standards on gasoline, diesel fuel, biofuel and in accordance with technical standards and roadmap for applying emission levels prescribed in the Decision.
Ministry of Science and Technology:
Preside over and coordinate with the Ministry of Construction and the Ministry of Agriculture and Environment to carry out propaganda and dissemination activities to the community about motorbike emission inspection activities.
Research and review national technical regulations on fuels to amend and supplement in accordance with the roadmap for applying emission levels prescribed in this Decision.
Review regulations on certification, appointment of organization of inspection and standardization of emission measuring devices according to the provisions of law on measurement to amend and supplement to meet the inspection and standardization of measuring devices in accordance with the roadmap for applying emission levels prescribed in this Decision.
The Ministry of Public Security has the task of:
Direct and guide local police forces to conduct inspections and control motorbikes participating in traffic in compliance with the emission levels prescribed in this Decision; handle cases of violations of emission regulations according to regulations.
Sharing motorbike registration data with the Ministry of Construction and the Ministry of Agriculture and Environment to serve the emission inspection work.
People's Committees of provinces and centrally run cities:
Coordinate with relevant ministries, branches, agencies and units to organize the implementation of this Decision; manage, inspect and supervise fuel quality when circulating on the market.
Organize the construction of a system of Centers, Stations, and motorcycle emission inspection facilities (state-owned, enterprise-owned, and private) to ensure sufficient inspection needs, in accordance with local actual conditions according to the instructions of the Ministry of Construction and current regulations.
Based on socio-economic conditions and requirements for environmental protection in the locality, if necessary, separate regulations on low-emission areas and zones or restricting the circulation of road motor vehicles may be issued; stipulate the roadmap for applying local emission levels in a more severe direction than the emission levels prescribed in this Decision, in accordance with the provisions of the Law on Environmental Protection and the Law on Road Traffic Order and Safety; mobilize resources to support low-income people in replacing vehicles that have been used for many years and are at risk of causing high pollution when not meeting the emission levels in the management area.
