On the morning of July 19, in Ninh Binh, the State Audit Office of Vietnam (SAV) in coordination with the Standing Committee of the Provincial Party Committee, the Standing Committee of the People's Council (PCC), and the People's Committee (PCC) of Ninh Binh province solemnly organized a preliminary conference, signing the Regulation on coordination of work between the SAV and the Standing Committee of the Provincial Party Committee, the Standing Committee of the PCC, and the People's Committees of the provinces: Thanh Hoa, Ninh Binh and Hung Yen.
At the conference, delegates unanimously assessed the achieved results, pointed out the limitations in the process of implementing the previous Coordination Regulation, and at the same time proposed many solutions to continue to improve the coordination mechanism between SAV and localities, meeting the requirements in the new stage.
Speaking at the conference, Comrade Tran Huy Tuan, Member of the Party Central Committee, Secretary of Ninh Binh Provincial Party Committee, committed to organizing the strict implementation of the Regulations and clearly defining the focal points and responsibilities of each agency and unit, providing complete, accurate, and timely records, information, and data, ensuring security, safety, confidentiality and proactively coordinating right from the planning stage and strictly implementing audit conclusions and recommendations; effectively using audit results in inspection, supervision, management and administration.

Representatives of Ninh Binh province also expressed their desire to continue to receive the attention, guidance and close coordination of the State Auditor General, leaders of SAV, SAV Region XI, especially in perfecting mechanisms and policies, improving financial and budget management capacity and applying technology and data in audit activities.
For Thanh Hoa province, Comrade Le Quang Hung - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of Thanh Hoa Provincial People's Committee - emphasized that in the context of the requirements of rapid, sustainable development and increasingly effective management of State resources, the Coordination Regulation will be an important basis for all parties to strengthen information exchange, closely coordinate in building audit plans, organizing audit implementation and implementing audit conclusions and recommendations, contributing to improving the quality of local governance.
Leaders of Thanh Hoa province also wish to continue to receive the attention, support, and guidance of the SAV, along with the coordination and sharing of experiences from Ninh Binh and Hung Yen provinces to improve the efficiency of public finance and public asset management, contributing to promoting the development of each locality.

Speaking at the Conference, Member of the Party Central Committee, State Auditor General Nguyen Huu Nghia highly appreciated the results of implementing the audit conclusions and recommendations of the three provinces. Through the supervision and inspection of the implementation of audit recommendations, the implementation rate of the three localities reached about 95% - the highest level in the country, while the national average rate is currently at about 80%.
Referring to the Draft New Coordination Regulation, State Auditor General Nguyen Huu Nghia emphasized three notable innovations. Accordingly, the draft expands the scope and content of coordination between SAV and localities to improve the effectiveness of performing the functions and tasks of each party. At the same time, the Standing Committee of the Provincial Party Committee will participate in signing the Coordination Regulation, contributing to strengthening the leadership role of Party committees in financial and budget management and implementation of audit recommendations. Along with that, the responsibilities of SAV, the Standing Committee of the Provincial Party Committee, the Standing Committee of the People's Council and the People's Committees of provinces are specified more specifically, creating a foundation for synchronous and effective coordination.
On this occasion, the leaders of SAV awarded the Medal "For the Cause of State Audit" to 15 comrades who are provincial leaders and leaders of departments and branches of 3 localities who have made many contributions to the cause of building and developing SAV in the past time.
