Request to stop dumping activities
On the morning of March 18, 2026, Lao Dong Newspaper published an article: Lao Cai social housing project shows signs of illegal dumping reflecting the fact that trucks carrying waste soil from the Yen Ninh social housing project construction site dump in many different areas, causing dust and affecting daily life.
Real-world records of reporters show that trucks carrying soil regularly change the dumping location, not fixed at one point as in the records. Many vehicles continuously transport waste soil to dump at a land area on Tuan Quan street (Van Phu ward). At the same time, excavators are operating continuously to level the ground, causing environmental risks and affecting the lives of people in the area.
Upon receiving the information, Van Phu Ward People's Committee established an inspection team to inspect the soil dumping in the Tuan Quan street area.
At 11:30 am on March 18, the working group discovered Dai An Transport Business Joint Stock Company was pouring soil from the Yen Ninh social housing project invested by Hacom Lao Cai Investment Joint Stock Company. At the actual inspection site, there were bulldozers leveling soil after the truck arrived.
According to functional agencies, in December 2025, Van Phu Ward People's Committee and the investor agreed to survey the soil pouring location to implement the Yen Ninh social housing project (Yen Bai ward) to serve the design dossier preparation of the project. After the investor completes the legal procedures related to the project and has a document sent to Van Phu Ward People's Committee for consideration and approval, construction and transportation of soil pouring can be carried out to this location.
However, at the time of inspection, the investor and the construction unit had not completed the relevant dossiers and had not been approved by the People's Committee of Van Phu ward and had poured about 500m3 of soil.
The inspection team emphasized that this is a violation of the law, arbitrarily dumping soil without permission from competent authorities. At the same time, they requested the investor and the construction unit to immediately stop dumping soil and move machinery and vehicles out of the scope. Van Phu Ward People's Committee also organized to stretch ropes at the entrance of the landfill and strictly prohibited the construction unit from arbitrarily demolishing it.
Van Phu Ward Police also requested Dai An Transport Business Joint Stock Company to immediately stop soil dumping activities and provide complete related procedures. If violations continue, the Police will coordinate with Van Phu Ward People's Committee to handle according to regulations.
In early February 2026, from people's opinions reflecting that many vehicles showed signs of illegally dumping waste soil, Van Phu Ward People's Committee inspected the Tran Ninh residential group area (Tuan Quan street) and discovered that there was an act of arbitrarily dumping soil without approval. The Department of Economy, Infrastructure and Urban Affairs contacted the bulldozer owner requesting them to move out of the land area and at the same time stretch ropes at the entrance to the landfill. However, this continued, causing public outrage.
Suspension of transport unit
The Yen Ninh social housing project was approved for investment policy by the Lao Cai Provincial People's Committee in Decision 1795 dated October 30, 2025, assigning Hacom Lao Cai Investment Joint Stock Company as the investor, expected to be completed by the end of 2027.
The project has an area of 22,089.8m2, including 5 apartment buildings, providing 807 apartments serving more than 2,100 residents. The total investment capital of the project is about 864.7 billion VND, with a operating term of 50 years from the date of land allocation.
Talking to Lao Dong Newspaper, a representative of Hacom Lao Cai Investment Joint Stock Company said that after grasping the information, the unit has suspended and stopped the transportation of waste soil for Dai An Transport Business Joint Stock Company.
We request the transport unit to complete legal procedures for the waste dumping point and comply with regulations. In addition, vehicles entering and leaving the construction site and circulating on the road must stretch tarpaulins to ensure the environment and people's lives," the investor representative informed.
