On August 29, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang and the city's working delegation inspected the work of disaster prevention and control and listened to reports on the socio-economic development situation in Da Phuc and Trung Gia communes.
Proposing to increase 50% of the support level for people in environmentally affected areas
At the working session, Deputy Secretary of the Party Committee, Chairman of Da Phuc Commune People's Committee Do Thu Nga said that Da Phuc is an area at high risk of natural disasters, directly affected by floods on the Cau and Ca Lo rivers, storms, heavy rain, flooding, landslides and dyke incidents.
During storm No. 4 in August 2026, in just 48 hours, the water level of the Cau River increased by 2.94m, and the Ca Lo River increased by 2.84m; the area of flooded rice at times was 446.8ha, 291 households with 886 people outside the dike were flooded.
At K12+850 of Ta Ca Lo dyke, a slope of about 11m long appeared. The commune has mobilized forces, machinery, and materials to handle it right from the first hour.
Reality shows that the response capacity of the government and local forces has been improved, but it also poses an urgent requirement for synchronous investment in dyke, culvert, pumping station, drainage axis and disaster warning systems.
Therefore, the commune proposed that the city pay attention to and consider the policy of investing in framework transport infrastructure projects, drainage, resettlement areas and key projects; study and mobilize non-budgetary resources, PPP/BT for suitable projects.
Also at the working session, Deputy Secretary of the Party Committee, Chairman of Trung Gia Commune People's Committee Nguyen Ba Hoang requested the City People's Committee to direct departments and branches to soon issue guidelines on mechanisms and policies to support site clearance for the project of relocating households in environmentally affected areas, within a radius of 500 m from Soc Son Waste Treatment Complex, combined with arranging green trees.
Regarding disaster prevention and control, the commune proposed that the city work with Thai Nguyen province to soon reinforce and upgrade the dyke system at Van Phai, ensuring flood control for both Van Phai and Trung Gia areas when the Cong River water rises.
The commune also proposed that the city develop and submit to the City People's Council to replace Resolution No. 03/2018/NQ-HĐND dated July 5, 2018, which studies increasing 50% of the support level for people in environmentally affected areas and supplementing a number of specific policies suitable to reality.
At the same time, Trung Gia proposed that the city assign the Department of Agriculture and Environment to install an automatic air quality monitoring station within a radius of 0-1. 000m from the fence of the Soc Son Waste Treatment Complex, and publicly announce the results so that people can monitor the air quality of the landfill area.

Strictly implement the "4 on-the-spot" motto
Speaking to direct at the working session, Chairman of the City People's Committee Vu Dai Thang said that the city chose to work with Da Phuc and Trung Gia communes because these are areas in the North, bordering Bac Ninh and Thai Nguyen provinces, and also located far from the city center.
According to Chairman of the City People's Committee Vu Dai Thang, these are also areas with large populations, often affected by floods, inundation and have large dyke systems.
Da Phuc commune alone has a dyke system about 30km long, with a very large volume of management, protection and maintenance work.
Through actual inspection, Chairman of the City People's Committee Vu Dai Thang said that the level of infrastructure investment in Da Phuc and Trung Gia areas in the past time has not really been commensurate with the position, role and development potential.
Therefore, in the process of implementing the Master Plan of the Capital with a 100-year vision, the city needs to study mechanisms, policies and investment resources that are more suitable for this area.
Regarding the specific recommendations of the two communes, the Chairman of the City People's Committee requested departments and branches to continue to study and resolve them according to their functions and tasks; especially paying attention to the position and role of localities in the Capital Plan and the contributions of this area to the overall development of the city.
Regarding disaster prevention and control, Chairman of the City People's Committee Vu Dai Thang requested localities to absolutely not be subjective.
The Chairman of the City People's Committee requested the two communes to continue to strictly implement the "4 on-the-spot" motto, considering this the most important factor in disaster prevention and control.
Localities must be proactive in forces, means, materials, and logistics; clearly define the responsibility of local authorities in handling situations from the beginning.
Regarding planning work, the Chairman of the City People's Committee requested the two communes to urgently complete the planning in October, ensuring synchronization and consistency with the plans approved by the city, especially related zoning plans.
