The violations
Accordingly, in June 2024, the Inspectorate of Thanh Hoa Department of Construction concluded the inspection of compliance with specialized laws and regulations on expertise and techniques in construction investment of a number of projects and works using state budget capital and other legally mobilized capital sources in public investment of Dong Son District People's Committee .
This unit has inspected 35 projects and construction investment works from 2019 to 2024. Of these, 28 projects and works were invested by the Dong Son District Construction Investment Project Management Board and 7 works were invested by the People's Committees of communes.
Through inspection, a series of projects and works were identified to have violations such as: investors have not organized the establishment and approval of construction design tasks as a basis for implementation; some investors have not kept complete survey records and have not approved survey result reports as prescribed.
Not seeking agreement from professional agencies; not examining to serve as a basis for appraising the design steps implemented after the basic design; reporting appraisal results before conducting an environmental impact assessment; some appraisal projects did not detect arithmetic errors, volume errors, etc.
Proposed treatment
With the above violations, the Inspectorate of Thanh Hoa Department of Construction requested the People's Committee of Dong Son district to review the responsibility of the collective and individuals for the violations. Along with that, it proposed handling measures to overcome the errors in the management of construction investment in this district.
For the investor, the People's Committee of Dong Son district, is responsible for urging and directing the project management unit or the assigned project management teams, and related contractors to review, overcome, and correct the shortcomings and deficiencies pointed out. Along with that, request the units to supplement, overcome, and complete all missing records and documents and archive them according to regulations.
For contractors, they are responsible for supplementing errors in documents and correcting and overcoming shortcomings and omissions during the construction process and are not paid or settled for amounts due to construction errors compared to approved design documents as indicated in the inspection conclusions at a number of projects.
For the Dong Son District Project Management Board, strengthen inspection and supervision at all stages during the investment and construction process. For projects under construction, direct construction according to approved design documents, when accepting completed volume, the actual volume and quality of construction must be accepted.
For the Finance - Planning Department of Dong Son district, review inappropriately applied costs such as: project appraisal costs; project management costs in cases where the investor self-manages the project; design and estimate appraisal costs due to non-implementation and costs to be reduced when performing the appraisal of the completed project settlement.
As reported by Lao Dong Newspaper, recently, at some dike road projects in Dong Son district, Thanh Hoa province, there has been a situation where newly completed projects have cracked shortly after being put into use.
The dike road project (from Thanh Huy bridge to Phu Binh football field, Dong Ninh commune), about 1km long, with an investment capital of nearly 10 billion VND, invested by Dong Son district People's Committee, the construction unit is Song Ma 2 Construction Joint Stock Company, has just been completed and put into use not long ago but has already cracked.
Similarly, the dike road project connecting the above road section (from Phu Binh village to Phu Chan bridge, Dong Ninh commune) with a length of more than 834m, with an investment of 13.2 billion VND, invested by Dong Son district People's Committee, the construction unit is Hoang Anh Transport - Construction Company Limited, also had large cracks in many locations.
Notably, the dike road project (section from Thanh Huy bridge to Phu Binh football field, Dong Ninh commune), constructed by Song Ma 2 Construction Joint Stock Company, was also mentioned in the conclusion of the Thanh Hoa Department of Construction Inspectorate for violations.
