As a mountainous district with more than 91% of the population being Muong ethnic people, Lac Son (Hoa Binh province) is at risk of drug abuse in some remote areas. In order to proactively prevent early, the local government has made the Propaganda of the Law on Drug Prevention and Control a key task in the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas.
From 2021 to now, the district has innovated propaganda methods. No longer just dry theoretical dissemination sessions, the Law on Drug Prevention and Control is vividly integrated into seminars, skits, performances, and community dialogues, attracting a large number of people to participate.
Stories about the consequences of flooding addiction, family disruption or the burden on the community... are presented closely and easily understood. Thereby, the legal message is not only "common" but also "in sau" into awareness, helping people identify early and prevent better.
In the highland communes, prestigious people, village elders, and village chiefs also actively took part. They are knowledgeable about customs and know the psychology of the community, so translating legal content into indigenous languages, easy to remember and understand, becomes clearly effective.

Lac Son District is also the location of the No. II Drug Addiction Treatment Center - a multi-functional unit established in 2009. In addition to receiving compulsory drug addicts, the facility also treats methadones and supports voluntary drug rehabilitation in the community, contributing significantly to the recovery and reintegration of addicts.
In addition, the unit also coordinates with schools, commune authorities, and mass organizations to organize visual communication programs, enhance preventive education for students, adolescents, and families.
The representative of the facility said that in the coming time, it will expand the subjects of reception, increase the capacity for treatment with alternative drugs, and at the same time strengthen community consultation, contributing to reducing relapse and preventing drugs from the roots.
Over the past 4 years, Lac Son district has organized hundreds of law dissemination campaigns, in which the Law on Drug Prevention and Control has been regularly deployed in key communes, schools, youth unions such as the Youth Union, Women's Union, Farmers' Association... Mobile communication sessions have been organized to the village, creating cohesion and raising awareness for the community.
In many mountainous communes, people have proactively shared information, reported signs of violations, and coordinated prevention from the grassroots. This shows the effectiveness of the law when communicated properly, closely and practically.
The propaganda work of the Law on Drug Prevention and Control in Lac Son not only helps people access legal knowledge but also changes their awareness, shaping healthy living behavior, away from drug traps - which are penetrating even remote areas. More importantly, the law is no longer a strange thing, but has become a practical part of people's daily lives.
