Accelerate disbursement of public investment capital
According to the Department of Finance of Lam Dong province, the total public investment capital plan for 2026 assigned to 124 communes, wards, and special zones is over 1,300 billion VND.
To date, localities have disbursed more than 714 billion VND, reaching 53.13% of the plan. This result increased by 42.05% compared to May 19, 2026 (11.08%).
The high disbursement rate from communes, wards, and special zones has also boosted the disbursement results of the whole province. Accordingly, up to this point, Lam Dong province has disbursed more than 4,900 billion VND, reaching more than 24% of the set plan.
Compared to the plan, the disbursement rate of public investment capital in Lam Dong has not met expectations. However, compared to the end of May 2026, this result has increased dramatically, with more than 3,200 billion VND. Thus, in just over a month, the disbursement rate of the locality has increased by more than 16%.
In 2026, Dak Sak commune was allocated more than 8.3 billion VND of public investment capital for 5 projects. To date, the locality has disbursed over 5.8 billion VND, reaching more than 70% of the annual plan.
In Dak Sak commune, the field of public investment has had a clear change. Specifically, as of May 19, 2026, the disbursement rate reported before the Provincial People's Committee meeting, Dak Lak commune reached over 11%. However, after more than 1 month of acceleration, the current disbursement result has increased more than 7 times.
Mr. Nguyen Van Pho, Chairman of Dak Sak Commune People's Committee, said that in the past time, the locality has launched a movement to mobilize people to donate land and assets on land to implement rural transport projects.
This approach not only helps remove difficulties in site clearance but also awakens the spirit of responsibility and consensus of people towards development projects.
The commune government also committed to accompanying and maximally supporting the completion of dossiers and correction of Certificates of Land Use Rights for households after donating land.
According to the Chairman of Dak Sak Commune People's Committee, the disbursement rate increased thanks to the locality deploying construction and disbursing immediately after the projects complete dossiers and procedures, instead of taking many months as before.
In addition, the commune strengthens urging, inspecting, and supervising the progress of project implementation; and at the same time strictly handles contractors who violate progress, quality or are slow to complete payment procedures.
Digital transformation in public investment management
According to assessments, the breakthrough in the disbursement of public investment capital is primarily due to Lam Dong changing its operating methods and promptly removing bottlenecks. One of the important solutions is that the province applies digital transformation in public investment management.
Lam Dong has built internal software to monitor disbursement progress in real time for each commune, ward, and special zone.
All information about dossiers, procedures, and disbursement status is updated continuously every hour. Thanks to that, provincial leaders immediately grasp obstacles to direct handling, not allowing dossiers to be backlogged for a long time.
Regarding the field of public investment, Member of the Party Central Committee, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi affirmed that the solutions have been implemented, the most important thing now is the determination and drastic action from agencies, units, and localities.
Disbursing capital requires dedication and effort, avoiding cases of blaming responsibility. In the future, if any locality or unit does not disburse properly, the province will be decisive in arranging cadres" - Chairman of Lam Dong Provincial People's Committee Ho Van Muoi added.
