Request to extend the land handover time
On July 5, Mr. Luu Hong Long - Chairman of Da Huoai Commune People's Committee - said that the locality has sent a report to the Provincial People's Committee on the progress of site clearance for the project to upgrade DT. 721 road, section Km0+000 - Km16+600.

According to reports, out of 69 households that previously did not agree to hand over land, the locality has mobilized 68 households to agree. Of which, 47 households have completed the relocation of assets, architectural structures and handed over clean land to the construction unit.
Currently, there are still 21 households that have agreed to hand over but cannot relocate because assets and works are of great value and complex structure; at the same time, the locality still faces difficulties in funding to support materials and dismantling labor. In addition, there is still 1 household that has not agreed, and continues to be mobilized and propagated by the local government.
Da Huoai Commune People's Committee said it will coordinate with Construction Investment Project Management Board No. 1 and related units to support households to complete relocation, and is expected to hand over the entire site in July 2026.

For 33 households eligible for compensation, support and resettlement, the work of inventorying and completing legal documents has been basically completed.
However, the approval of the compensation plan still faces obstacles due to the large difference in land prices between projects in the same area.
Specifically, the land compensation price for the DT. 721 project according to Resolution No. 82/2025 of the Provincial People's Council is 871,000 VND/m2, while the same land location belonging to the Tan Phu - Bao Loc expressway project applies a specific land price of up to 2.497 million VND/m2.

This difference makes many households not agree, affecting the progress of site clearance.
Many unfinished construction sites, posing potential safety risks
Reality recorded that many sections of the route have been handed over land but construction is not synchronized, the road surface is dug and jagged, deep holes and large grooves appear, posing a potential risk of traffic unsafety, especially in the rainy season.
At the beginning of July, heavy rain continuously occurred in Da Huoai commune, causing many road sections to be flooded.
The unfinished construction sites have become dangerous points, causing many falls when people participate in traffic.

People reflect that in just a few rainy days, many falls have occurred when traveling through this area.
Ms. Nguyen Thi Nhan (Da Huoai commune) said that people riding motorbikes often fall into pits and fall because deep pits are covered by water. "In just a few days of rain, we witnessed more than 10 accidents. On July 2 alone, there were 7 cases of falls," Ms. Nhan said.
Chairman of Da Huoai Commune People's Committee Luu Hong Long said that the locality is continuing to coordinate and mobilize the remaining households, and at the same time support relocation for cases that have agreed to hand over.

Local authorities also requested the investor and construction unit to strengthen temporary traffic safety measures during construction, especially during the rainy season.
Da Huoai Commune People's Committee proposed that Lam Dong Provincial People's Committee consider extending the land handover time for the remaining 22 households, and at the same time allow completion of compensation, support, and resettlement plans after adjusting the land price list in 2026 according to regulations.
The project to upgrade DT. 721 road section from Da Huoai commune to Da Teh commune has a total investment of about 650 billion VND, more than 16.6km long, scale of 3 lanes, roadbed width of 14.5m. The project started in August 2024.
When completed, the road will contribute to connecting trade, promoting socio-economic development in the southern region of Lam Dong province and strengthening regional linkages.
