Just bring your ID card when doing procedures
According to the Law on Social Insurance (BHXH) 2024, the power of attorney to receive pensions, social insurance allowances and other regimes is only valid for a maximum of 12 months from the date of establishment.
For powers of attorney issued according to the provisions of the 2014 Social Insurance Law and still valid, people are allowed to continue to use them but not more than June 30, 2026.
After this time, if there is still a need to receive pension or allowance instead, the beneficiary must re-issue the power of attorney according to the new regulations.
At some support points, local social insurance agencies are coordinating with local authorities and related units to organize guidance for people to carry out procedures for extending or issuing new power of attorney.
In addition to professional officials, youth union members, grassroots police and cultural and social officials also participate in supporting people to declare dossiers and complete procedures.
Ms. Minh Anh (residing in Dich Vong Hau, Cau Giay) said that when taking her parents to complete the procedures, she only needs to bring the ID card of the authorized person and the authorized person. The entire declaration process only takes about 5 minutes.
Ms. Pham Thanh Huong - official of Hai Ba Trung grassroots social insurance - said that cases of carrying out procedures for authorization to receive pensions and social insurance allowances include people who have new needs or have expired authorization according to new regulations.
For people who cannot walk due to old age, serious illness or bedriddenness, functional agencies will coordinate with local support teams to guide the certification of signatures and complete procedures at home.
In case they do not remember the social insurance code, people only need to bring their ID card or present an electronic identification account level 2 for officials to look up on the system. In the long term, the social insurance agency encourages people to receive pensions through personal accounts to ensure safety and convenience.
Proposal to extend the authorization period
Meanwhile, Mr. Tran Van Thanh said that his mother is 96 years old, in poor health and cannot go to the support point to complete procedures. Therefore, the family wishes to be facilitated to carry out the authorization at home.
From the reality of caring for elderly relatives, Mr. Thanh believes that functional agencies should study extending the term of the power of attorney to 24 months, 36 months or longer to reduce the number of times to redo procedures.
Sharing the same view, Mr. Hoang Nam (name of the character changed) said that his mother is old, has to use a wheelchair for travel and needs support. Therefore, he hopes that the authorization period for receiving pensions can be extended from 2-3 years to make it more convenient for people.

According to social insurance experts in Hanoi, for elderly people with serious illnesses, bedridden or long-term treatment at hospitals, relatives can contact the paying unit or local public administrative agencies for support in verifying and certifying the power of attorney.
Support teams will come to the house to guide the completion of the dossier. The dossier includes a certified power of attorney, the identity card of the authorizing person, the identity card of the authorized person and a request according to the prescribed form.
The Social Insurance Agency also recommends that people absolutely do not provide personal information, personal papers or account data through strange links, social networks or messaging applications of unknown origin to avoid the risk of being scammed.
