Clarifying the causes of 46 prolonged backlog projects in Ca Mau

Ca Mau inspects 46 slow-progressing and prolonged projects, including many large projects that have caused public concern for many years.

Life suspended for decades according to the project

Among the 46 projects inspected, Tran Huynh Cultural Park in Bac Lieu ward, Ca Mau province is of particular interest to people.

The project was planned from 1997, with an area of more than 22ha, oriented to become a central park and a large public living space. However, through many adjustments, the park area has continuously been narrowed; by 2012, it was only about 146,695m2.

Many land plots in the park are assigned to organizations and businesses for management and exploitation; leased or subleased to build restaurants, hotels, amusement parks and other business items.

According to previous inspection conclusions, the process of managing and using land at the park still has many shortcomings; many unfinished projects are prolonged, using land for wrong purposes or slow to put it into use.

Once expected to be a large cultural and public entertainment space of the locality, but now Tran Huynh Cultural Park almost no longer maintains its original role.

Another project of public interest is the Bac Lieu LNG Liquefied Natural Gas Power Plant, invested by Delta Offshore Energy Company, which was granted an investment certificate in January 2020. The project has a designed capacity of 3,200MW, with a total capital of about 4 billion USD.

According to the plan, the onshore complex is about 40ha wide in Vinh Hau A commune, Hoa Binh district, former Bac Lieu province. Phase 1 with a capacity of 750MW, was originally planned to be put into operation at the end of 2023 and fully completed by the end of 2027.

However, to date, the project land area is still vacant, compensation and site clearance have not been completed, and the project cannot be implemented in reality. Although it has been included in Power Plan VIII, the environmental impact assessment report has been approved, and the liquefied gas port has been updated into the national seaport plan, the project has not yet started due to obstacles in mechanisms, procedures, electricity purchase and sale negotiations, and the progress of related items.

At the Bac Lieu Trade Center project in the old Thanh Gat area, the pending planning has been prolonged, causing many households to live temporarily for decades.

The project was planned from 1995, implemented from 1997 but has not been completed yet. People in the project area cannot build new houses, repair houses or complete land papers.

Mr. Tran Huu Loc said that when the project was implemented, he was just over 20 years old; now he is over 50 years old, but his family still lives in a dilapidated old house.

Requesting to repair the house is not possible, making papers is also not done because the land is in the clearance area. People's lives are suspended according to the project for decades" - Mr. Loc said.

Review of a series of slow-progress projects

According to Decision No. 235/QD-TT dated April 29, 2026 of the Chief Inspector of Ca Mau province, the specialized inspection of projects with difficulties, obstacles, and prolonged backlogs is carried out according to Plan No. 1158/KH-TTCP dated April 22, 2026 of the Government Inspectorate.

According to the list issued with the decision, 46 projects and works under inspection include many large-scale projects related to public land, urban planning, infrastructure investment and public asset use such as the Bac Lieu LNG Liquefied Natural Gas Power Plant Project at the Bac Lieu LNG Thermal Power Center; Project to upgrade and renovate Tran Huynh Cultural Park; Project to invest in building technical infrastructure for the Northeast gateway administrative and public works of Ca Mau City (old); Bac Lieu Commercial Center project in the old Thanh Gat area; Project to invest in building the wind power plant in Khai Long - Ca Mau tourist area phase 1...

According to the plan, the inspection team will review the management and use of land and public assets; construction investment procedures; land allocation, land lease, site clearance and financial obligations of investors.

The inspection agency will also clarify the causes, causing many projects to be prolonged and not completely resolved; and at the same time determine the responsibilities of relevant organizations and individuals.

This is considered a large-scale inspection of backlog projects in Ca Mau after merging with Bac Lieu province.

Most of the 46 projects inspected this time encountered problems related to legal procedures, site clearance, planning changes, land policy changes or financial difficulties of investors.

People expect that after the inspection, Ca Mau province will have specific handling directions for each project. Projects that are still viable need to be removed to continue investment; projects that are no longer suitable or have been prolonged for too long need to be terminated soon, stabilize people's lives, and avoid prolonged planning.
