Through initial verification, it was determined that at around 3:00 p.m. on August 17, on National Highway 1 in Nam Phong village, Cam Trung commune, Ha Tinh province, driver Phan Ngoc L (born in 1972, residing in Nam Tri ward, Ky Anh town, Ha Tinh province) was driving a bus with license plate 38A-01116 and had a conflict with a passenger, Mr. H.T.C (born in 1995, residing in Minh Loc village, Cam Trung commune).
The reason for the conflict was that while sitting in the car, Mr. C used his personal phone to record a video of the car driving recklessly, and when getting off the car, he took a photo of the car.
When driver L asked Mr. C to delete the photo but was not accepted, this driver got in the car and chased and beat Mr. C, but he quickly ran away.
Mr. C also reported the incident to the Cam Trung Commune Police.
According to Mr. C, at 2:50 p.m. on August 17, he arrived at the bus pick-up point in front of Vincom Plaza Ha Tinh Shopping Center on Ha Huy Tap Street, Thanh Sen Ward.
After that, he took a car similar to the bus with license plate 38B - 011.16. The distance from Thanh Sen ward to Cam Trung commune (about 30km), the car was traveling at high speed, with a section of the car swerving and swerving to overtake another bus, which was very dangerous and could have traffic accidents, so he filmed a video.
When getting off the bus in Cam Trung commune, Mr. C also took a photo of the bus he had just sat in.
When he saw Mr. C taking a photo of the car, the driver asked him to delete it, but Mr. C did not accept and chased and beat him.
The authorities are currently clarifying the case to handle the driver's behavior as well as determine whether the vehicle 38B - 011.16 is a "copy" vehicle or not.
