On September 8, the Ho Chi Minh City Department of Construction continued to issue a second document to relevant agencies, units and localities on strengthening the handling of illegal encroachment on roads, sidewalks and sidewalks in the city.
Previously, on July 18, 2025, the Ho Chi Minh City Department of Construction issued a document proposing to strengthen the rectification of roadway and sidewalk order to ensure traffic safety.
However, through monitoring, on-site inspection and synthesis of reports from units, encroachment on roads, sidewalks and sidewalks continues in many areas.
Many roads are occupied for stopping, parking, trading, gathering materials, placing materials, garbage... causing traffic obstruction, potential risk of accidents and spoiling the urban beauty. This situation is common at bus stops, hospital areas, shopping malls, traditional markets, wholesale markets, export processing zones and industrial parks.
To restore order, the Ho Chi Minh City Department of Construction recommends that units synchronously deploy many solutions.
For Ho Chi Minh City Police: Direct the Traffic Police force and the Police of wards, communes and special zones to increase patrols, control and strictly handle acts of stopping and parking in violation of regulations; coordinate with units and localities to resolve complicated points regarding sidewalk and roadway order; focus on handling homemade three- and four-wheeled vehicles and vehicles that do not ensure technical safety on the road.
For the People's Committees of wards, communes and special areas: Organize inspections and thoroughly handle encroachment on the roadway, sidewalk, and sidewalk for business, especially at hot spots such as waiting rooms, bus stops, spontaneous markets, areas around wholesale markets, in front of school gates, hospitals, and industrial parks - export processing.
For the transport infrastructure management units: Urban Traffic Management and Operation Center, Road Traffic Infrastructure Management Center, Binh Duong Traffic Repair Management Department, Ba Ria - Vung Tau Province Infrastructure Management Center, Thu Duc City Infrastructure Development Center... it is necessary to strengthen the review and assessment of the order of roads, sidewalks, and sidewalks on the roads; install additional surveillance cameras and warning signs at complex points; coordinate with localities to handle and prevent violations.
For the Traffic Safety Committee Office: Monitor, synthesize implementation results reports; strengthen propaganda to raise awareness of law compliance in the use of roads, sidewalks, and sidewalks. At the same time, advise the Ho Chi Minh City People's Committee to reward the unit for performing well, criticize the unit for allowing complicated encroachment but slow handling.
Previously, from January 1, 2024, Ho Chi Minh City implemented the collection of temporary fees for using sidewalks and roads according to Resolution 15/2023/NQ-HDND of Ho Chi Minh City.
The fee ranges from 50,000 - 350,000 VND/m2/month for parking activities and from 20,000 - 100,000 VND/m2/month for other purposes such as trading, service business, organizing cultural events, etc.
According to statistics from the Department of Construction, by July 2025, the total fee collected will reach about 8.5 billion VND.
Currently, the Ho Chi Minh City Department of Construction is developing a Project for management and exploitation of sidewalks and roads to apply throughout the new Ho Chi Minh City.
