On the afternoon of December 18, 2024, the workshop "Tax and healthy finance for sustainable development" chaired by the Ministry of Finance, the General Department of Taxation in coordination with Lao Dong Newspaper took place at the headquarters of Lao Dong Newspaper - Hanoi.
The workshop was chaired by the leaders of the Ministry of Finance, the General Department of Taxation, leaders of a number of relevant departments, economic experts, leaders of associations and enterprises. The workshop is a forum for management agencies, experts, enterprises, etc. to discuss, analyze and propose solutions to optimize tax policies, towards a sustainable financial system for the long-term development of the country.
The workshop will be broadcast live at 2:00 p.m. on Lao Dong Electronic Newspaper, Tien Phong Electronic Newspaper, Vietnamnet Electronic Newspaper and the Government Electronic Information Portal Website/Fanpage.
Total state budget revenue in 2024 managed by tax authorities is estimated to exceed 16.5% of the estimate.
With an increase of 13.7% over the same period in 2023, this is the first year that the tax revenue management sector has exceeded the 1.7 million billion VND mark.
From 2021 to the end of 2024, the total state budget revenue is estimated to reach about 7.2 million billion VND, reaching 86.5% of the target for the 2021-2025 period of 8.3 million billion VND, of which the total state budget revenue managed by tax authorities accumulated in the 2021-2024 period is estimated to reach about 6.1 million billion VND, equal to 119% of the estimate, with an average growth rate of about 8.6%/year.
2021-2025 is also the period when businesses are affected by the COVID-19 pandemic and global geopolitical fluctuations. Maintaining a balance between tax policies and support policies for people and businesses implemented by the Government, the tax sector and relevant authorities has worked together to solve and bring positive results.
During the 2021-2024 period, the Tax sector has exempted, reduced, and extended payment for nearly 3.7 million taxpayers with 8 types of taxes and 36 types of fees with a total amount of nearly 730,000 billion VND.
The role of the tax sector has gone beyond simply being a budget collection agency, making an important contribution to creating a healthy, transparent, and equal business environment, contributing to macroeconomic stability.
Following the synchronous, unified and effective solutions of recent years, 2025 is the last year to implement the medium-term financial and budget plan for 2021-2025. In order to strive to complete the set goals, the Finance sector continues to advise the Government and the National Assembly on solutions to proactively, reasonably, flexibly and effectively manage the expansionary fiscal policy with monetary policy and other macroeconomic policies, contributing to supporting economic growth, ensuring the State budget revenue estimate approved by the National Assembly, stabilizing the macro economy, controlling inflation, and ensuring major balances of the economy.
Mr. Mai Xuan Thanh - General Director of the General Department of Taxation informed: “The Tax sector, under the direction of the Ministry of Finance, will continue to focus on supporting businesses and taxpayers, closely following the business situation to clearly understand the current “health” of businesses, promptly advise and propose support solutions, and become a companion to taxpayers. Thereby, promoting economic growth, creating sustainable revenue for the State budget, and comprehensively completing the goals set by the Finance sector”.
Modernize tax management, keep up with economic activity trends
Digital transformation is also one of the remarkable milestones of the tax sector in recent times. Under the direction of the Ministry of Finance, the tax sector has focused on implementing many solutions to support businesses and people through promoting administrative procedure reform, enhancing digitalization, and modernizing budget collection management.
Specifically, from 2021 to present, the Tax sector has simplified administrative procedures from 304 to 235 procedures, saving nearly 600 billion VND in tax administrative procedure compliance costs for taxpayers, integrating 122/235 administrative procedures into the National Public Service Portal.
To date, 100% of enterprises have participated in using the electronic tax declaration service, 99% of enterprises have registered to use the electronic tax payment service with the tax authority, and 99% of operating enterprises have participated in electronic tax refunds. The deployment of the Electronic Tax service for individuals for property leasing activities and electronic registration fee declaration for cars and motorbikes has reached nearly 50% of the total number of declarations.
In 2022, the eTax Mobile application was launched, supporting individual taxpayers via phone, reaching nearly 2.2 million installations with over 3.5 million bank transactions with a total successful payment of VND 7,761 billion.
In 2023, the Tax sector has started applying Big Data and AI in invoice management, quickly detecting, warning and promptly preventing acts of invoice fraud, tax refund fraud, tax evasion and avoidance, creating a healthy and equal business environment for the business community. The Tax sector continues to improve the information technology system, modernize tax management, promote digital transformation, support taxpayers to declare and pay taxes electronically anytime, anywhere.
Regarding the expansion of the tax base, the Tax sector has promoted the expansion of revenue sources in the electronic environment, catching up with the trend of economic activities shifting from traditional methods to electronic methods through e-commerce platforms, service platforms, and digital content by creating favorable and transparent conditions for taxpayers to fulfill their tax obligations to the State budget: building an electronic information portal for foreign suppliers (NCCNN), a portal to receive information from e-commerce platforms, accumulated from the end of 2022 to now, it has received information from more than 1.8 million businesses, households, and individuals doing business from 435 platforms.
Thanks to that, tax collection from businesses, households and individuals doing e-commerce business has achieved positive results, with the state budget revenue from 2022 to 2024 estimated at nearly 300 trillion VND.
At the same time, on December 19, 2024, the Tax sector will officially put into operation the Electronic Information Portal for households and individuals doing business to register, declare, and pay taxes from e-commerce and business on digital platforms.
