On April 20, according to Lao Dong, the People's Committee of Lang Son province agreed on a policy to support a rental fee (temporary housing fee) of VND30 million/household, only applied once to households with recovered residential land and houses that are eligible for resettlement but do not have a temporary residence during the waiting period for resettlement land.
This support policy is implemented based on the compensation, support and resettlement policy framework approved by the Prime Minister from 2022 and is applied in a more beneficial direction for the people, in accordance with the provisions of the 2024 Land Law.
The People's Committees of Van Lang and Trang Dinh districts will approve the payment plan according to the authority of the district and the instructions of the Department of Agriculture and Environment.
In which, the other support amount, decided by the Provincial People's Committee, will be the remaining difference between the amount of 30 million VND and the temporary housing fund approved by the district or within the Government's policy framework.
The Provincial People's Committee requires districts to take full responsibility for identifying the right subjects, ensuring transparency and compliance with legal regulations, avoiding complaints and policy comparisons between projects.
For cases where houses are built on land that does not meet compensation conditions (such as agricultural land or land other than residential land), the province does not agree to support house rental, the proposed level is 15 million VND/household.
The reason stated is that these cases do not meet the criteria for land use rights, and housing is not created in accordance with regulations.
To support households in this situation, the province requests the People's Committees of Trang Dinh and Van Lang districts to proactively work with project enterprises to mobilize socialized capital.
For the Huu Nghi - Chi Lang expressway, the province also requires relevant localities such as Cao Loc, Chi Lang, and Lang Son city not to approve additional temporary housing fees beyond the 30 million VND/household issued in Decision No. 663/QD-UBND dated March 17, 2025, to ensure policy synchronization, avoid overlap in compensation, support and resettlement.
The unification of the temporary housing support policy this time is considered necessary to ensure stable living conditions for people in the project area, limit complaints and contribute to speeding up the implementation of two key national expressways in Lang Son province.
