Ca Mau acknowledged the additional reasons for the change of authority from the district to the commune level, which leads to many shortcomings; unbuilt land prices, cumbersome procedures and limited capacity of some contractors have created a heavy obstacle.

Mr. Bi requested agencies and units to review progress, adjust capital plans close to reality, and boldly propose capital transfers between projects to avoid the situation of "money waiting for construction".
In particular, key projects must be prioritized for immediate clearance. Registration of capital plans must be associated with construction capacity, avoiding the style of asking for capital and then asking for a reduction. Along with that, the acceptance and payment procedures must be completed quickly, handled within the day, not leaving the dossier stuck.
