Ca Mau leaders strongly direct the slow disbursement of public investment capital

Ca Mau - More than VND 8,226 billion in public investment capital must be disbursed in the remaining months of 2025, but many key projects are still sluggish and behind schedule.

Immediately after merging Bac Lieu and Ca Mau provinces to become Ca Mau province, the capital allocated for public investment projects is VND 12,229 billion. However, by September 8, the whole province had only disbursed more than VND 4,040 billion, less than 35%. From now until the end of the year, Ca Mau has to disburse all the capital that has been recorded, which is extremely difficult.

The report of the Department of Finance of Ca Mau province on September 12 showed that out of 18 investors, 11 units achieved disbursement above the province's average, 5 units exceeded the national average, 7 investors disbursed below the province's average, 6 investors were assigned large capital plans but the disbursement progress was low, affecting the province's overall disbursement progress.

Typically, the Provincial Construction Project Management Board still has more than VND 2,543 billion in outstanding; the Bac Lieu Traffic Project Management Board nearly VND 1,666 billion; the Provincial Land Fund Development Center more than VND 896 billion...

Some key projects are behind schedule, directly affecting the province's general disbursement rate, including: Ca Mau General Hospital with 1,200 beds; Bac Lieu city riverbank embankment (old); Cai Cung storm shelter area; Phuoc Long - Ba Dinh route; Hoa Binh 2 bridge; old Bac Lieu city beltway project (phase 1).

The reasons that have led to delays decades ago are: problems in site clearance; scarcity of construction materials, high prices affecting the construction progress of packages; some investors have not been proactive in removing difficulties; some contractors do not meet the capacity to continue implementing the packages under implementation...

Ca Mau acknowledged the additional reasons for the change of authority from the district to the commune level, which leads to many shortcomings; unbuilt land prices, cumbersome procedures and limited capacity of some contractors have created a heavy obstacle.

Mr. Lam Van Bi, Vice Chairman of the People's Committee of Ca Mau province emphasized that the disbursement of public investment capital is not only an administrative requirement, but also a "blood vessel" to promote local growth. Mr. Bi requested agencies and units to review progress, adjust capital plans close to reality, and boldly propose capital transfers between projects to avoid the situation of "money waiting for construction".

In particular, key projects must be prioritized for immediate clearance. Registration of capital plans must be associated with construction capacity, avoiding the style of asking for capital and then asking for a reduction. Along with that, the acceptance and payment procedures must be completed quickly, handled within the day, not leaving the dossier stuck.

The leaders of Ca Mau province also clearly assigned the responsibility, the Department of Finance must review and propose to adjust capital sources; the Department of Construction must update material prices, ensure supply; the Land Fund Development Center focuses on compensation and site clearance; the Project Management Boards must enhance their responsibility, not allowing prolonged delays to arise.
