The Ninh Quoi - Ngan Dua road upgrade and expansion project started in 2019, expected to be completed in 2023. However, up to now, this road is still littered with rocks and soil, making it difficult to travel.
Ms. Tran Thi Trang, who has a relative's house in Ngan Dua, Hong Dan, reflected: When the road expansion started, everyone was happy. The investor announced that it would be completed in 2023, but it has not been completed until almost the end of 2025. Every time a vehicle passes through here, it is extremely difficult.
Mr. Nguyen Tuan Kiet was upset: There are several kilometers from Ngan Dua to Ninh Quoi, but vehicles take a long time because the road construction is not finished.
On September 5, according to information from the Bac Lieu Traffic Construction Investment Project Management Board, the Ninh Quoi - Ngan Dua Road Upgrade Project has completed over 91% of the construction volume, expected to be completed in the fourth quarter of 2025.
However, at 6,000-00, 8,000-, Ba Hien and 10,000- in Hong Dan commune, many sections of the road leading to the bridge are difficult to travel.
In recent days, there has been heavy rain, many "elephant holes, potholes" on the road surface, and stagnant water has turned into large puddles, making it difficult for people and vehicles to travel, posing a potential risk to traffic safety.
Mr. Tran Van Ut, residing in Ninh Thanh 2 Hamlet, Hong Dan Commune, reflected: It is very dangerous to travel smoothly at night, many people have fallen into the mud in these potholes.
The project has been constructed by many contractors. In November 2020, the investor terminated the contract with the Joint Venture of Contractors of Minh Phu Cooperative and Thanh Sen Company Limited when the project reached 40% of the volume.
On November 8, 2022, the investor signed a contract with Southern Investment and Construction Joint Stock Company, with an implementation period of 9 months from the date of handover of the construction site. The project is expected to be completed in March 2023.
From March 2025 to present, the Bac Lieu Traffic Construction Investment Project Management Board has repeatedly developed a detailed construction plan for each item and sent it to the locality as a basis for construction protection but has not yet been implemented. The reason for the land clearance problems is that households have not received money, handed over the land, are involved in disputes, requested additional support, compensation for all houses, compensation for residential land, resettlement...
In order to soon have a clean site for the contractor to complete the construction according to the set schedule, the Bac Lieu Traffic Construction Investment Project Management Board recommends that the province direct the People's Committee of Hong Dan commune to promptly handle the above problems, and plan to protect the construction of the remaining locations.
The project to build and upgrade the Ninh Quoi - Ngan Dua route has a total investment of more than 271 billion VND. The route is about 10.9km long, passing through Ninh Quoi A, Ninh Hoa and Loc Ninh communes of Hong Dan district, the old Bac Lieu province (now Ninh Quoi commune and Hong Dan commune, Ca Mau province).
The project is designed according to the scale of a level IV plain road, designed speed of 60km/h; road surface is 7m wide, roadbed is 9m wide, designed load is over 10 tons, using the structure of the A1 elevated road surface, accompanied by a drainage system and synchronous auxiliary works. The project started in 2019 and is expected to be completed in 2023.
