Regarding the market that has existed and operated without a license for many years in Hoat Giang commune, Thanh Hoa province, reporters of Lao Dong Newspaper recorded on July 23 that to date, kiosks, corrugated iron roof houses and parking lots here are still operating normally.
Inside the corrugated iron roof houses, hundreds of motorbikes are still parked every day. Many small traders continue to trade in the market area even though the project has not been approved for investment by competent authorities.
After many refusals, Mr. Phung Tien Dung - Chairman of the People's Committee of Hoat Giang commune answered an interview with a reporter from Lao Dong Newspaper. Mr. Dung said that after the press agency reflected, the Thanh Hoa Provincial People's Committee issued a document directing the locality to inspect and clarify the entire case.
According to Mr. Dung, the Commune People's Committee has assigned specialized departments to review dossiers, the current status of land use and construction works in the market area.
The local point of view is that the area that violates, has not been leased land or is not built in accordance with regulations will be handled and dismantled. Currently, the parking area has been identified as violating, so it will be dismantled. Regarding the area that households have leased land, it is necessary to clarify whether the purpose of use is in accordance with regulations or not, and from there, a handling direction will be proposed" - Mr. Dung said.
Previously, as Lao Dong Newspaper reflected, the market located in Ha Binh commune, former Ha Trung district, now Hoat Giang commune, Thanh Hoa province, has existed and operated for many years but has not been approved for investment by competent authorities.
The market construction land is used by the household of Ms. Le Thi Ninh, residing in Thinh Vinh village, Hoat Giang commune. According to inspection documents of functional agencies, the land area is about 1,500m2, on which many construction items have been built and put into use many years ago.
The 2019 inspection record of the former Ha Binh Commune People's Committee determined that about 1,000m2 of land in the area originated from rice land of households. The remaining area includes unused water surface land and traffic land managed by the former Ha Binh Commune People's Committee.
Many years ago, Ms. Le Thi Ninh's household sent a document requesting local authorities, departments, branches and Thanh Hoa Provincial People's Committee to consider and approve the investment in the Integrated Commercial Service Business Area Project.
However, this proposal was not approved by functional agencies because according to the plan, this area is identified as industrial cluster land. However, the market was still built, put into operation and exists to this day.

Answering reporters of Lao Dong Newspaper about the incident, Mr. Mai Xuan Liem - Standing Vice Chairman in charge of Thanh Hoa Provincial People's Committee - affirmed that construction activities on land not in accordance with planning are violations.
Mr. Liem said that if the locality has grasped the violations for many years without resolving them, there are only two possibilities: "First, not complying with the instructions of superiors or not having enough capacity to handle them; second, knowing but intentionally ignoring" - Mr. Liem said.
Mr. Mai Xuan Liem said that after Lao Dong Newspaper published it, the Provincial People's Committee issued a document directing the locality to handle it, and he personally will continue to request reports and handle it in accordance with legal regulations, if local leaders do not comply or intentionally ignore it, they must be held responsible before their superiors, and the handling must have a specific roadmap and time, and cannot be said in general terms, reporting up and down and then back to the beginning.
