Sending a petition to the Ministry of Home Affairs, Can Tho City said that localities are currently facing great pressure on reporting when implementing the 2-level local government model;
The city proposes that the Ministry of Home Affairs report to the Government to integrate reports in the direction of streamlining content, focusing on key issues and assigning a general focal point to avoid the situation where many central agencies require duplicate reports but different forms.
At the same time, Can Tho believes that it is necessary to unify the reporting system between Party agencies and the government, build a centralized data reporting system, use common software and unified forms nationwide to reduce pressure on localities and improve the efficiency of reporting data synthesis and use.
Responding to the above content, the Ministry of Home Affairs shared the reflection of Can Tho city on the reporting pressure of the locality in the past time when having to implement many reporting contents. This is a practical difficulty, especially when the new model is in the process of completion, many central agencies need to grasp the situation to serve leadership, direction, and administration.
The Ministry of Home Affairs agreed with the recommendation that it is necessary to gradually integrate and streamline the reporting regime, reduce duplication in content, forms, deadlines and focal points for reporting requirements.
In the coming time, the Ministry of Home Affairs will coordinate with the Government Office, ministries, branches and relevant agencies to review the reporting system; advise the Government and the Prime Minister to direct in the direction that reports must be concise, focused, serving practical management, and minimizing the requirement for localities to report multiple times on the same content.
The goal is to gradually shift from manual, distributed reports to digital reports, using shared data, unifying forms, reducing pressure on localities and improving the quality of analysis, forecasting, and direction and administration.
In the immediate future, the Ministry of Home Affairs will proactively review reporting requirements under the Ministry's management scope, ensuring that only truly necessary, focused, and timely content is required and minimizing duplication with reports that have been sent to other central agencies.
