According to the official dispatch, the observance of discipline and administrative order, especially the regulation not to use alcohol and beer during office hours, has basically been seriously implemented by officials, civil servants, and public employees in the province in the past time.
However, to continue to maintain and improve the effectiveness and efficiency of the operations of agencies and units, the Chairman of Lao Cai Provincial People's Committee requested Heads of departments, agencies, branches, unions and localities to be responsible for thoroughly grasping and strictly implementing regulations that cadres, civil servants, and public employees do not drink alcohol or beer before, during working hours, lunch breaks and duty days.
The head of the agency or unit must be directly responsible if violations occur. The results of complying with alcohol concentration and administrative discipline are identified as criteria in evaluating and ranking the quality of cadres, civil servants and units annually.
Lao Cai Provincial Police are assigned to direct the Traffic Police force to strengthen patrols and strictly handle cases of alcohol concentration violations when participating in traffic; periodically summarize and notify the list of violating officials, civil servants, and public employees to the Provincial People's Committee and the Department of Home Affairs for handling according to regulations.
The Department of Home Affairs shall take the lead in organizing surprise inspections of the observance of discipline and administrative order at agencies and units; advise on strictly handling the responsibility of heads for serious or repeated violations by lower-level officials.
The Department of Culture, Sports and Tourism directs press and media agencies to strengthen propaganda about the harms of alcohol and beer; promptly publicize violating agencies, units, and individuals in the mass media.
The Vietnam Fatherland Front Committee and socio-political organizations of Lao Cai province propagate and mobilize union members, association members and people to implement a civilized lifestyle, not to abuse alcohol and beer in community activities and funerals and weddings; promote the role of supervision, promptly reflect and propose handling violations.
