On July 2, Lao Cai Provincial People's Committee said that Vice Chairman of the Provincial People's Committee Giang Quoc Hung signed and issued document No. 6705 on rectifying the style, attitude of communication, behavior and improving the quality of service for people and businesses in resolving administrative procedures.
Accordingly, the Provincial People's Committee requests departments, agencies, branches, People's Committees of communes, wards and the Provincial Public Administration Service Center to thoroughly grasp the team of cadres, civil servants, and public employees to strictly implement regulations on public service culture, public service ethics and codes of conduct; improve the spirit of responsibility, build the image of dedicated, professional, and responsible cadres in performing public duties.
Notably, Lao Cai Provincial People's Committee requested units to draw deep lessons from the case of "requesting a 97-year-old woman to come to the ward to carry out procedures", ensuring that similar cases do not occur at the One-Stop Shop at all levels.
Officials, civil servants, and public employees participating in resolving administrative procedures must commit not to cause difficulties, troubles, or harassment to people and businesses. The compliance with communication rules and service attitudes will be included in the criteria for evaluating and ranking officials, civil servants, and public employees annually.
The Provincial People's Committee also requested agencies and units to continue to implement the motto "Listening - Guiding - Supporting - Accompanying", ensuring that people and businesses are fully, clearly, and in accordance with regulations guided; promptly resolve or guide the handling of difficulties and obstacles, minimizing the need to travel many times.
In addition, units review the methods of implementing administrative procedures to study and deploy mobile public service models for eligible procedures, thereby effectively supporting the elderly, people with meritorious services, vulnerable groups and policy families to access public administrative services more conveniently.

The Provincial People's Committee assigned the Department of Home Affairs to develop a plan to train and foster communication skills, behavior, leadership skills and state management knowledge for cadres, civil servants, and public employees working at the One-Stop Shop Department.
At the same time, strengthen inspection of the implementation of public service culture, promptly detect and strictly handle cases of causing trouble, harassment, irresponsibility or improper behavior in the process of resolving administrative procedures.
The responsibility of the heads of agencies and units is also linked to the inspection and handling of violations of discipline and administrative order.
For the Provincial Public Administration Service Center, the Provincial People's Committee requests to continue reviewing and reducing dossiers and documents, simplifying the process of resolving administrative procedures, especially procedures directly related to people's lives and business production activities of enterprises.
At the same time, coordinate with agencies, units and localities to strictly handle cases of intentionally delaying dossier resolution, refusing or temporarily suspending dossier resolution without legitimate reasons, and requesting people to supplement documents outside regulations.
