According to the disaster response plan in the area during the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term, Lao Cai province is developing scenarios to promptly handle possible situations.
Weather phenomena identified as likely to affect include forest fires, severe cold, frost, hail, thunderstorms... Thereby aiming to minimize damage to people, property and key projects in the area.
The Provincial People's Committee requests all levels and sectors to strictly implement the "four on-the-spot" motto, prioritizing prevention; strengthen inspection and supervision to detect early and promptly handle natural disaster risks. At the same time, localities need to proactively arrange forces, vehicles, and materials to be ready to respond when situations occur.

In necessary cases, localities must promptly organize the relocation and evacuation of people in key and high-risk areas to safe places, prioritizing the protection of the elderly, people with disabilities, children and women.
According to hydrometeorological forecasts, in March 2026, the average temperature in areas of the province is generally approximately the multi-year average, fluctuating from 14.2 – 21.6°C.
Total rainfall forecast higher than the multi-year average, about 45.6 – 108.2 mm. Cold air continues to be weak and eastward, expected to appear about 2–3 waves affecting the area.
During the election period, dangerous weather phenomena such as thunderstorms, tornadoes, lightning, hail and local strong gusts of wind are likely to occur in Lao Cai province. Severe cold and harmful cold may still appear in high mountainous areas at the beginning of the month, which may affect agricultural production and people's health.

The plan also determines the expected levels of natural disaster risk: severe cold, harmful cold and frost may be at level 3 natural disaster risk; tornadoes, lightning, hail at level 2 natural disaster risk. For forest fires, response is carried out according to the forest fire forecast level and the province's forest fire prevention and fighting plan.
To ensure readiness for response, the province will mobilize local forces including the Military Command of communes and wards, militia forces, forest rangers, local organizations and people to participate in disaster prevention and control and search and rescue.
Lao Cai Provincial People's Committee requests departments, agencies, branches, localities and socio-political organizations to seriously implement the plan. At the same time, strengthen propaganda, raise people's awareness of disaster prevention and control, proactively monitor weather developments to promptly take response measures, ensure safety for people and activities during the election.
