In the days after the floods in early August, in many communes and wards of Lao Cai province, the atmosphere of overcoming the consequences after the floods took place urgently.
From roads still littered with soil and rocks, houses that have just been cleaned of mud and soil to schools, they are busy cleaning the campus, the government and people are working every hour to soon bring life back to normal.
Recorded in Coc San commune, many points that were once flooded and landslide have been mobilized with machinery and manpower to handle.
Police, military, militia forces and people cleared sewers, collected soil and rocks, stretched warning ropes at dangerous locations and supported households to move property and clean houses after the water receded.
Inter-commune roads that were flooded before have basically been reopened to traffic, but many taluy positions still pose a risk of landslides if heavy rain continues.
At the affected households, images of officers and soldiers and people shoveling mud and moving bags of soil and rocks to reinforce the embankment and clean up houses took place from early morning.
Households that had to evacuate before also gradually returned when safety conditions were ensured, while some families still had to stay temporarily because the living area was still at risk of landslides.
Not only residential areas, schools are also urgently overcoming the consequences of natural disasters. At Coc San Secondary School, nearly 50 officials, teachers, staff and parents have joined hands to collect mud and rocks that flooded into the schoolyard and classrooms.
After collecting, soil and rocks are used to pack in bags to reinforce locations at risk of landslides, contributing to protecting the school grounds from subsequent rains. After a day of work, the school grounds are basically clean, ready for the preparation for the new school year.
In Xuan Hoa commune, traces of the flood are still clearly visible on many roads, irrigation works and production areas.
People and local forces focus on collecting soil and rocks, temporarily repairing damaged traffic routes, clearing the flow and overcoming affected works to soon stabilize daily life and production.
Meanwhile, in Lao Cai ward, hundreds of officials, shock forces and people were mobilized to collect fallen green trees, soil and rocks spilling onto the road, handle unsafe spots and support people to overcome damage after heavy rain. Many streets have become clean again after a continuous cleanup process.
In parallel with the recovery work, the Lao Cai Provincial People's Committee has issued an emergency support policy for people who must be evacuated and urgently relocated from disaster areas.
Accordingly, people who are subject to relocation according to the decision of competent authorities are supported with 250,000 VND/person/day for the entire evacuation period, with funding guaranteed by the provincial budget.
Communes and wards continue to maintain 24/24 hour duty forces, review areas at risk of landslides and flooding, monitor weather developments and mobilize vehicles to handle key points.
At the same time, local authorities strengthen propaganda and recommend people not to pass through deep flooded areas, taluy areas at risk of landslides and be ready to evacuate when requested to minimize damage caused by natural disasters.
