On the afternoon of May 11, at the 3rd meeting in 2026 of the Government Steering Committee for Science, Technology Development, Innovation, Digital Transformation and Project 06, the Ministry of Home Affairs announced the Public Administration Reform Index (PAR INDEX) 2025 of ministries, branches and localities nationwide.
2025 is the 14th year that the Ministry of Home Affairs has implemented the assessment and determination of the Provincial-level Administrative Reform Index.
The average value of localities reached 89.96%, an increase of 1.59% compared to 2024 and the highest level ever. Hai Phong City leads the ranking with a result of 95.37%.
According to the announced results, Lao Cai province reached 89.67%, ranking 21st/34 provinces and cities directly under the Central Government.
Among the 8 component indices, the field of administrative procedure reform is a prominent highlight of the locality when it reached 99.66%.
The rate of dossiers being resolved on time at provincial-level specialized agencies and commune-level People's Committees has reached almost the maximum level. The implementation of the one-stop shop and inter-agency one-stop shop mechanisms is implemented synchronously and methodically.
The direction and administration of administrative reform reached 95.59%, showing decisiveness in inspection, supervision, dialogue with people and businesses, as well as promoting innovation in state management activities.

In the field of institutional reform, Lao Cai achieved 93.06%. The quality of legal normative documents is assessed to ensure rationality, consistency and feasibility.
Organizational structure reform and public financial reform also recorded positive results, reaching 92.27% and 92.80% respectively.
However, digital transformation in state agencies is still the sector with the lowest results, reaching only 77.20%. The rate of full online public services has not been scored; the rate of full online dossiers is still low.
The level of application of artificial intelligence in the operation of state agencies and the deployment of national data integration and sharing platforms is still limited.
According to the report, some shortcomings of the province currently include the Data Center not fully meeting the evaluation criteria; the level of internal management and administration in the electronic environment is not high; the content integrated into common systems is still low...
