On May 9, Lao Cai Provincial People's Committee informed that the unit had just issued a Decision approving the Project on rearranging provincial-level Construction Investment Project Management Boards in the area.
Accordingly, the province continues to maintain the existing 3 Provincial-level Construction Investment Project Management Boards, maintaining their names, legal status, seals and accounts.
At the same time, conduct review, adjustment, and supplementation of functions, tasks, organizational structure and job positions in the direction of unity, synchronization, and suitability for management requirements in the new period.
The boards are organized according to a comprehensive, multi-sectoral model; and at the same time supplement the function of developing land funds according to the provisions of land law, in order to increase proactiveness in implementing public investment projects.
Lao Cai province also allows the establishment of Commune-level Construction Investment Project Management Boards in localities that meet the conditions for organizational structure, personnel, facilities and financial autonomy, on the basis of reorganizing the existing 9 commune-level regional boards.
Notably, Lao Cai province decided to dissolve and terminate the operation of 3 provincial-level Regional Project Management Boards including Yen Binh, Nghia Lo, Tran Yen and Muong Khuong Regional Project Management Board.

For localities that do not yet meet the conditions to establish commune-level boards, commune-level People's Committees will assign public non-business units with sufficient capacity to take on the role of investors and project managers.
Regarding personnel, the arrangement is carried out based on the existing number, without new recruitment; prioritizing on-the-spot arrangement, limiting disruption, ensuring suitability for job positions and actual conditions of each unit.
Lao Cai Provincial People's Committee requests that the handover of the project, finance, assets, and personnel must be carried out synchronously, strictly, and in accordance with regulations; not interrupt project management activities, not affect construction progress, disbursement, settlement and not cause loss of state assets.
The Department of Construction is assigned to preside over the implementation; the Department of Home Affairs appraises personnel plans and job positions; the Department of Finance advises on handling public finance and assets in the process of arrangement. Relevant units coordinate to ensure that the reorganization takes place stably, effectively, and in accordance with regulations.
