Lao Cai - The Department of Health has just held a meeting with staff of Yen Bai Transport Hospital to discuss employment.

The meeting took place on the afternoon of December 3 with the participation of leaders of Lao Cai Provincial Department of Health and staff of Yen Bai Transport Hospital.

According to the Department of Health, through working sessions with functional units, since 2021, Yen Bai Transport Hospital has begun to fall into a situation of unpaid salaries for staff and employees.

In the following years, the hospital only maintained moderation, mainly providing periodic health check-ups for drivers and employers.

By June 2024, the Hospital could not carry out procedures to change the license to operate medical examination and treatment, lost the ability to sign a health insurance contract and was forced to temporarily suspend operations.

Recently, the Department of Health has sent a document to the People's Committee of Lao Cai province requesting the Ministry of Construction to report to the Government to dissolve Yen Bai Transport Hospital.

After the Transport Hospital is dissolved, Lao Cai province will receive all existing civil servants (until September 30, 2025, there will be 16 people) to arrange to public service units under the Lao Cai Provincial Department of Health.

In the immediate future, 11 doctors and nurses will be transferred to work at health stations in wards and communes in Lao Cai province. The remaining 5 people in the administrative department will be transferred to the Department of Home Affairs to arrange work appropriately.

Regarding the fact that officers and employees of Yen Bai Transport Hospital have been owed salaries and social insurance for the past 4 years, Lao Cai Provincial People's Committee requested the Ministry of Construction to coordinate and resolve the issue.

In case of transferring debts payable to localities, there must be specific instructions from the Ministry of Finance for localities to implement.

Yen Bai Transport Hospital is located on a campus of over 1,200m2 in Yen Bai Ward, Lao Cai Province, including 4 buildings: Dong An benh vien treatment area, house A, house B and house C.

Mr. Lai Van Quynh - Head of the Organization Department, Chairman of the Trade Union of Yen Bai Transport Hospital said - from 65 union members to now, the hospital trade union has only 17 people, and activities have also been interrupted.

According to Mr. Quynh, the total salary debt of the hospital is more than 5 billion VND, the social insurance debt is about 1.4 billion VND and the supplier owes hundreds of millions of VND. Not only salary, social insurance, health insurance, and unemployment insurance payments are delayed for more than 24 months, causing many workers to lose their legal rights.

Many officers and employees have to drive motorbike taxis, sell vegetables at the market and work in many jobs to earn money to cover their living expenses.
