On March 24, according to PV's investigation, Lao Cai Provincial People's Committee issued 2 decisions (documents No. 740/QD-UBND and 754/QD-UBND) abolishing a number of legal documents in the field of education and training, which were issued by Lao Cai and Yen Bai Provincial People's Committees before the merger.
Previously, in March 2026, this province also implemented similar moves in the fields of culture, sports and tourism.
This is considered a necessary step in the process of reviewing and systematizing documents after implementing the merger of provincial-level administrative units according to Resolution No. 202/2025/QH15 of the National Assembly.
The removal of regulations that are no longer appropriate is to ensure the synchronization and unity of the legal system in the new Lao Cai province.
In the field of education and training, 4 decisions were completely abolished, including regulations on coordination in managing training activities, criteria for selecting textbooks, standards for using the area of vocational education works, list of training professions and level of support for primary training costs.
For the fields of culture, sports and tourism, 11 decisions are also no longer valid, mainly related to the management of propaganda activities and spending norms for mobile propaganda teams.
Regulations on community cultural houses, sports activities management, tourism information portals, as well as regulations on civilized lifestyles in weddings, funerals, and festivals in the past of Yen Bai province were also abolished.
According to the Lao Cai Provincial People's Committee, the abolition of these documents is carried out based on proposals from specialized departments and sectors, and at the same time based on new legal regulations such as the Law on Organization of Local Government in 2025, the Law on Promulgation of Legal Documents in 2025, and guiding decrees for implementation.
The Provincial People's Committee requests departments, agencies, branches, local authorities and related organizations and individuals to seriously implement.
Proactively reviewing and removing inappropriate documents shows the efforts of Lao Cai province in perfecting the post-merger institution, thereby creating a smooth legal corridor, contributing to improving the effectiveness of state management, serving people and businesses better.
