Lao Cai establishes 3 "fire shields" at industrial parks

Lao Cai - 3 specialized fire prevention, fighting and rescue teams (Fire Prevention and Fighting and Rescue Teams) in the industrial park will participate in initial handling when incidents occur.

On August 24, Lao Cai Provincial People's Committee informed that the Chairman of the Provincial People's Committee has just issued a Project to establish 3 specialized Fire Prevention and Fighting and Rescue Teams in the Southern Industrial Park, Minh Quan Industrial Park and Au Lau Industrial Park, in order to improve the capacity to prevent and handle incidents right from the grassroots level.

According to the Project, the establishment of specialized Fire Prevention and Fighting and Rescue Teams is necessary in the context that 3 industrial parks are being focused on investing in infrastructure completion in the 2026-2030 period, while attracting many production and business projects, including industries and fields with potential fire and explosion risks.

Currently, businesses in 3 industrial parks have established grassroots Fire Prevention and Fighting and Rescue Teams, who are trained and equipped with vehicles according to regulations.

However, the operation between forces is not synchronized and unified; there is no specialized Fire Prevention and Fighting and Rescue Team as a force to support and handle situations beyond the facility's capabilities.

According to the approved plan, 3 specialized Fire Prevention and Fighting and Rescue Teams are organized under a part-time regime, directly under the Management Board of Industrial Parks of Lao Cai province.

Forces are mobilized from the Industrial Park Infrastructure and Service Development Center and workers at enterprises in each industrial park.

The total number of forces participating in the 3 Teams is 75 people, including 18 officials of the Industrial Park Infrastructure and Service Development Center and 57 workers at enterprises.

Each Team consists of 25 members, including 1 Team Leader, 3 Deputy Team Leaders and members.

Specialized Fire Prevention and Fighting and Rescue Teams have the task of developing fire prevention and fighting and rescue plans; preparing forces and vehicles; organizing training and practicing plans; inspecting and urging businesses to implement regulations on fire prevention and fighting and rescue safety.

This force is also responsible for regularly detecting and proposing to overcome unsafe risks; when fires, explosions, accidents, and incidents occur, it will participate in initial handling and coordinate with functional forces as required.

Notably, specialized Fire Prevention and Fighting and Rescue Teams will be the first direct support force for grassroots Fire Prevention and Fighting and Rescue Teams of factories when incidents exceed their self-handling capacity, before professional Fire Prevention and Fighting and Rescue forces approach the scene.

Regarding facilities, each Team is arranged with headquarters in the corresponding Industrial Park, on an area of about 3,000-5,000m2, including working areas, specialized parking garages, training towers and auxiliary items.

Industrial parks are expected to be equipped with a total of 4 fire trucks and 3 handheld fire pumps, serving on-duty work, training and handling arising situations.
