Lao Cai establishes Research Committee to find solutions to bottlenecks

Lao Cai - The establishment of the Research Board aims to provide in-depth advice on mechanisms, policies, strategic issues and development bottlenecks of the province.

On the afternoon of August 25, the Standing Committee of Lao Cai Provincial Party Committee held a Conference to announce the Decision to establish a Research and Policy Consulting Board for the Standing Committee of the Provincial Party Committee and decisions on organizational and personnel work.

According to the decision, the Research Board is a special assisting department of the Provincial Party Committee Standing Committee, located at the Provincial Party Committee Office, directly directed and managed by the Provincial Party Secretary.

The Board has the task of researching, advising, criticizing and providing in-depth advice on long-term strategies; proposing new models, mechanisms, policies and pilot, breakthrough solutions.

The Committee operates under a thematic regime, does not handle regular administrative work, does not generate intermediate focal points and does not replace the functions of advisory and assisting agencies of the Provincial Party Committee.

The Standing Committee of the Provincial Party Committee assigned Mr. An Hoang Linh, Chief of the Provincial Party Committee Office, as Head of the Committee; Mr. Luu Ba Tinh, Deputy Chief of the Provincial Party Committee Office, as Deputy Head of the Committee, all concurrently.

Members of the Board include leaders of Chan Thinh, Ban Ho, Gia Hoi, Cat Thinh, Yen Binh communes and leaders of the Department of Finance.

Speaking to assign tasks, Lao Cai Provincial Party Secretary Duong Quoc Huy emphasized that the establishment of the Research Committee shows the determination to elevate the level of research, forecasting and policy advice in planning the province's policies.

In the immediate future, the Board needs to consolidate 5 professional groups, focusing on researching major, difficult issues and bottlenecks that directly affect Lao Cai's development.

In which, the focus is on the goal of double-digit growth, infrastructure, human resources, administrative reform, investment environment, business development, new growth drivers and strategic issues after the province's merger.

Lao Cai Provincial Party Secretary requested the Committee to strengthen practical surveys, update data, and exchange with experts and scientists to make practical and feasible proposals.

The Provincial Party Committee Office is assigned to ensure operating conditions and data sharing mechanisms.

The Provincial Party Committee's Organization Committee continues to review and consolidate its members and propose mechanisms to attract experts and scientists to participate in the Committee's activities in September.
