Lao Cai improves capacity to respond to extreme natural disasters

Lao Cai - The province sets a goal to modernize disaster prevention and control, improve forecasting and warning capacity to minimize damage caused by natural disasters.

On August 5, information from the People's Committee of Lao Cai province, the locality issued the Plan for Natural Disaster Prevention and Control for the period 2026 - 2030 to improve risk management capacity, proactively prevent, respond promptly and effectively overcome the consequences of natural disasters.

According to the plan, the province aims to minimize damage to people and property, and at the same time soon restore production and stabilize life after natural disasters. Prevention work will be prioritized to build a safe community against natural disasters.

In the period 2026 - 2030, Lao Cai will complete the guiding and operating mechanism according to the two-level local government model; improve the quality of forecasting and warning and modernize the monitoring and supervision system.

The locality also promotes the application of digital transformation, building a common database to serve the direction and administration and improve the effectiveness of disaster prevention and control.

The province requests regular reviews of areas at risk of flash floods, landslides, flooding, and riverbank and stream erosion to develop warning plans, evacuate people and ensure safety for essential works.

In parallel with that, the commune-level disaster prevention and control shock force will continue to be strengthened, regularly trained and drilled. The multi-channel warning system will also be completed to communicate information to people faster and more promptly.

By 2030, Lao Cai strives for 100% of departments, branches, and localities to update annual disaster prevention and control plans; 100% of high-risk areas to be mapped, and warning and evacuation plans to be developed.

The Provincial People's Committee assigned departments, branches and localities to proactively deploy tasks according to their functions, integrate disaster prevention and control content into socio-economic development plans and plans, contributing to minimizing damage and adapting to climate change.
