On August 5, information from the People's Committee of Lao Cai province, the locality has just issued the Digital Economy and Digital Society Development Plan for the period 2026-2030.
According to the plan, by 2030, Lao Cai strives for the digital economy to contribute at least 20% of GRDP; the added value of the digital economy in industries and fields reaches 25% or more.
The province also sets a target for e-commerce to reach 30% of total retail sales; 100% of businesses use electronic contracts; all OCOP products and key agricultural products are put on e-commerce platforms.
Over 70% of small and medium-sized enterprises and cooperatives apply digital platforms in management, production and business.
For digital society, Lao Cai aims to cover 5G coverage to 90% of the population and ensure 100% of the population is covered by 4G.
All key industrial parks, clusters, economic zones and tourist areas will be covered by 5G, deploying the Internet of Things (IoT).
In addition, the province strives for 90% of households to use fixed broadband internet; 100% of citizens aged 14 and over have ID cards and electronic identification accounts; over 70% of people aged 18 and over have digital signatures or personal electronic signatures.
At least 5,000 people of working age will be trained and foster basic digital skills.

To complete the goals, Lao Cai will focus on perfecting mechanisms and policies; developing digital infrastructure, data infrastructure and data centers; building shared data warehouses and open data platforms.
Along with that is promoting the application of artificial intelligence (AI), big data (Big Data) and Internet of Things (IoT) in state management and industries and fields.
The plan also prioritizes developing digital human resources, supporting businesses, cooperatives and household businesses to digitally transform; promoting e-commerce, digital logistics and digital economic models in agriculture, industry, tourism, healthcare, education, energy and border gate economy.
Lao Cai Provincial People's Committee assigned the Department of Science and Technology to take the lead in monitoring and urging the implementation of the plan; coordinate with departments, branches and localities to organize synchronous implementation.
Thereby aiming to make Lao Cai a leading locality in the midland and mountainous areas of the North in terms of digital economy and knowledge economy development by 2030.
