Lao Cai Provincial People's Committee has just issued Official Dispatch No. 8895 dated August 31st on strengthening work to ensure security for workers during the September 2nd National Day holiday in the area.
According to the People's Committee of Lao Cai province, in the past time, the work of ensuring worker security in the area has gradually become systematic and achieved many positive results.
Functional agencies have focused on grasping the situation, preventing and advising on resolving cases related to workers gathering in large numbers, demanding their rights.
However, some labor-using units still have the situation of owing salaries, late payment of social insurance, health insurance, unemployment insurance and late implementation of regimes and policies for workers.
Lao Cai Provincial People's Committee assessed that these are issues that may directly affect the rights of workers, potentially risking strikes, complaints, denunciations, and affecting security and order in the area.

To ensure the security of workers during the National Day holiday, the Provincial People's Committee requests departments, agencies, branches and People's Committees of communes and wards to continue to effectively implement Plan No. 339 dated July 16, 2026 on building a worker security posture.
The Department of Home Affairs is assigned to guide businesses to strictly implement legal regulations on labor relations, dialogue at the workplace, collective bargaining and settlement of labor disputes. Thereby, contributing to building harmonious, stable and progressive labor relations.
Provincial Social Insurance strengthens propaganda and dissemination of policies and laws on social insurance, unemployment insurance, occupational accident insurance, occupational disease insurance and health insurance, contributing to ensuring the legitimate and legal rights of workers.
The Provincial Labor Federation is required to guide and participate in resolving labor disputes, collective work stoppages, strikes and complex cases related to security and order.
The Provincial Economic Zone Management Board, the Provincial Industrial Parks Management Board and the People's Committees of communes and wards must strengthen grasping the situation at enterprises, industrial parks and worker dormitories.
Units are required to proactively detect and promptly resolve conflicts and disputes right from the grassroots level; not to let complicated cases arise, forming "hot spots" of security and order.

Lao Cai Provincial People's Committee also requested businesses to continue to strictly comply with labor laws, proactively build and adjust salary scales and tables; ensure payment levels for workers higher than the regional minimum wage suitable to the production and business situation.
The full implementation of regimes and policies, ensuring the rights of workers is identified as one of the important solutions to limit the occurrence of disputes, collective work stoppages and strikes.
At the same time, it is proposed that businesses aim to harmonize the interests between employees and employers, creating a stable and safe working environment, especially during the National Day holiday.
Lao Cai Provincial Police are assigned to strengthen the grasp of the situation, synchronously deploy measures to ensure security and order; proactively coordinate with sectors and localities to detect and promptly handle complex cases related to worker security.
