On May 27, Lao Cai Provincial People's Committee informed that the Chairman of the Provincial People's Committee has just issued Document No. 4325 requesting to strengthen the management and protection of unexploited minerals in the area to prevent illegal exploitation, trading, and transportation, avoiding resource loss and environmental impact.
According to the assessment of the Lao Cai Provincial People's Committee, in the past time, the management and protection of untapped minerals has been concerned and implemented by all levels and sectors and achieved many positive results.
However, in some localities, the situation of illegal mineral exploitation, transportation, and consumption still appears; the inspection and handling of violations in some places is not drastic, posing a risk of insecurity and loss of resources.
To overcome the above shortcomings, the Chairman of the Provincial People's Committee requested departments, branches, and localities to strengthen coordination and improve responsibility in the management and protection of unexploited minerals.
In which, the Department of Agriculture and Environment is assigned to preside over advising on the implementation of state management of minerals; coordinate with functional forces and localities to strengthen inspection and prevent illegal mining activities, especially in border areas.
At the same time, urge the People's Committees of communes and wards to fully implement state management responsibilities for minerals according to regulations.

Lao Cai Provincial Police focus on fighting and handling illegal mineral exploitation lines and subjects; strengthen patrols and controls in key areas, remote and isolated areas and border areas. Vehicles transporting minerals of unknown origin, overloaded or violating regulations will be inspected and strictly handled.
The Department of Industry and Trade and the Department of Construction are assigned to strengthen inspection of processing, trading, and mineral use activities; strictly manage the origin of construction materials, and strictly handle cases of using minerals of unknown origin or illegal exploitation.
Lao Cai Provincial People's Committee requests the Chairman of the Commune-level People's Committee to be fully responsible if illegal mineral exploitation occurs in the area without timely detection and handling.
Localities must also promote legal propaganda on minerals, mobilize people not to assist illegal mining activities; establish hotlines to receive people's feedback.
For organizations and individuals licensed to explore and exploit minerals, the Provincial People's Committee requests strict implementation of responsibilities for protecting minerals in the licensed area and surrounding areas according to regulations.
