According to the report of the authorities, in the first 6 months of 2025, Lao Cai province had 22 cases of child abuse with 27 violators, causing 26 children to be victims.
Compared to the same period in 2024, the number of cases decreased by 2, the number of subjects decreased by 1, but the number of children being abused increased by 2 cases.
Notably, the incidents mainly occurred in rural areas, ethnic minority areas, where life was still difficult and people's education was limited.
Also during this time, crimes and law violations involving people under 18 years old occurred in 29 cases with 63 subjects, a decrease of 13 cases and 30 subjects compared to the same period last year.
The subjects are mostly junior high and high school students, lacking management and education from families and schools, leading to violations of the law and disturbing public order.
The main reason is determined to be limited legal awareness among people; some families have not paid enough attention to caring for and protecting children; children's identification and prevention skills are not high, while the tricks of criminals are increasingly sophisticated, especially in the online environment.
Faced with this situation, the People's Committee of Lao Cai province has requested departments, branches, unions and local authorities to step up propaganda of laws on child protection; strengthen coordination between schools - families - society in managing and educating students; build a safe and healthy school environment; control information on social networks, promptly detect acts of taking advantage of networks to lure and abuse children.
In addition, the prosecution agencies are assigned to improve the effectiveness of investigation, prosecution, trial, and select a number of cases for trial to be publicly held for general deterrence and prevention.
The People's Committees of communes and wards are directly responsible to the Chairman of Lao Cai Provincial People's Committee if complicated security and order situations occur, especially child abuse cases or caused by people under 18 years old.
With drastic solutions, Lao Cai province aims to control and gradually reduce child abuse and juvenile crimes, contributing to ensuring security, order and social safety in the area.
